Movements, reopenings, schools: here is the new Covid decree

The Council of Ministers approved the new Covid decree containing the rules in force from 26 April to 31 July – The pass for travel arrives, cinemas and theaters reopen – Curfew confirmed at 22pm, but the League controversially abstains and the Regions go pressing on Draghi – The news for schools

Movements, reopenings, curfews, schools and yellow zones. The council of ministers approved the new Covid decree. valid from 26 April to 31 July. A highly anticipated measure because it marks a change of pace in the pandemic containment strategy. The worst should now be behind us, starting next week we start again, gradually and with caution.  

TRAVELING: THE GREEN PASS ARRIVES

As anticipated by Prime Minister Draghi, the decree provides for the arrival of a green pass for travel between Regions and autonomous Provinces of different colors. Three ways to get it: certify that vaccination has taken place, prove that you have had Covid and that you are cured, take a rapid or molecular antigenic swab within 48 hours of departure.

THE VISITS

Starting from 1 May and until 15 June, in the territories located in the yellow band and, in the municipal area, in the orange band, it will be possible to move to a single private home, once a day. There is a limit of four additional people (previously there were two) compared to those already living together, in addition to minors and people with disabilities or non self-sufficient living together. 

THE CURFEW

Despite the pressure from the League and some Region Governors, who asked to postpone the curfew by an hour, setting it at 23pm, the Government confirmed the time currently in force. At 22 pm everyone at home. The League controversially abstained on the confirmation of the curfew until 22pm and it will do the same in Parliament when the decree is voted on

THE REOPENING CALENDAR

From 26 April, cinemas and theaters will reopen in the yellow zone. From the same date and always in the range subject to the least restrictions, the restaurants will be open for both lunch and dinner, but you can only eat outdoors. 

From 15 May, however, shopping centers will be able to remain open even on weekends. Finally, from 1 June it will be possible to return to the stadium, but with a maximum of a thousand people outdoors.

THE SCHOOLS 

Starting from 26 April, secondary school students will also be able to return to class, but with very specific limits. In the red zone, face-to-face activity must be guaranteed to between 50 and 75% of high school students. In the yellow and orange zones, at least 60 percent and up to 100 percent of the student population return to class. The remaining part of the students instead remains in Dad. 

In the red zone, it will be possible to carry out laboratories in the presence and maintain an educational relationship that achieves the effective school inclusion of pupils with disabilities and with special educational needs. Only in the event of an outbreak of Covid-19 will the governors be able to derogate from these provisions. In all other schools of all levels in the classroom in presence.

THE STATE OF EMERGENCY

The same decree extends the state of emergency to 31 July.
