Spending Review is law: here's what changes for exodus, pharmacies and universities

The Chamber approved the decree with 371 votes in favour, 86 against and 22 abstentions - No amendments were made to the text approved by the Senate - The decree ensures over 27 billion to the State - The news for exaggerated workers, universities, pharmacies - The ceiling has been set for the salaries of public executives and over 3 billion in cuts to ministries.

Spending Review is law: here's what changes for exodus, pharmacies and universities

After the Development Decree, today the Chamber also gave the final green light to the Spending review decree. From today, therefore, the highly contested decree is law. Montecitorio approved the same text fired by the Senate with 371 votes in favour, 86 against and 22 abstentions.

The first operational phase of the spending review ensures the State savings of 4,5 billion in 2012, 10,9 billion in 2013 and 11,7 billion in 2014. With the resources raised, the Government can reduce net debt in 2012 by around 600 million, postpone the increase in VAT rates expected in October to the second half of next year, ensure early retirement for another 55 redundancies, finance expenses " cannot be postponed” for over 2 billion in the next year and to allocate 1 billion both in 2013 and 2014 to the earthquake-hit areas of Lombardy, Veneto and Emilia Romagna.

With today's vote, the works of Montecitorio conclude before the summer break. The Chamber of Deputies will meet again on 5 September while the commissions will return to work on 3 September.

Here is what the Spending Review decree provides:

STOPPED the VAT INCREASE

The one point increase of the two rates of 2013% and 10% from next October has been postponed to July 21.

EXODATES

Another 55 thousand people without both work and pensions will be able to access this category with the old rules.

MINISTRY

Cuts of 1,7 billion in 2013 and 1,5 billion in 2014 and 2015.

REGIONS

700 million will be cut in 2012 for transfers. A billion less instead in the following two years.

PURCHASE PA

The central administrations will have to reduce expenditure for the purchase of goods and services starting from the current year. Among the cuts, 5 million less for interceptions.

WORKFORCE PA

Public managers will be cut by 20%, while non-managerial personnel will suffer a 10% cut. The meal voucher cannot exceed 7 euros.

PREFECTURES

The cost savings, which will have to ensure the transformation of the Prefectures from Government Territorial Office to State Territorial Office, will have to be 20% and no more than 10%.

BLUE CAR

All administrations, including Bank of Italy, will cut spending by 50%.

SCHOOL

Starting next year, enrollments in state schools will only take place online; report cards, registers and communications to families and pupils will be in electronic format.

SUPPRESSED ENTITIES

First cut, then saved: among them the Experimental Center of Cinematography and the National Film Archive.

HOSPITALS

By November, the Regions will have to cut the number of beds to 3,7 for every 1000 inhabitants. Today the level is 4 per thousand. Also cuts to the remuneration that the affiliates receive.

ADDITIONAL IRPEF

The eight Regions with a health deficit (Piedmont, Lazio, Abruzzo, Molise, Campania, Puglia, Calabria, Sicily) will be able to anticipate the increase in the additional regional income tax rate from 2014 to 2013: from 0,5% to 1,1%.

800 MILLION TO MUNICIPALITIES

They come through the Regions. Funds also in Sicily and Sardinia. The resources will be taken from those intended for virtuous municipalities (300 million) and tax refunds (500).

PROVINCES

Each province must have at least 350 inhabitants and a territory of 2.500 square kilometres. In 2012, each will have a contribution of 100 million for debt reduction. The cancellation of Terni, Isernia and Matera that the Senators had tried to save remains.

CONSIP

The public administrations will be able to make their energy, gas, fuel and telephony supplies even outside the Consip agreements on condition that lower fees than those indicated in the same are foreseen.

IN-HOUSE COMPANY

They will not be closed automatically.

LOCAL AUTHORITIES AGENCIES

The obligation for Regions, Provinces and Municipalities to abolish or merge their bodies and agencies is skipped, provided that they achieve savings of 20% for their management.

PREFECTURES

The cost savings, which will have to ensure the transformation of the Prefectures from Government Territorial Office to State Territorial Office, will have to be 20% and no more than 10%.

METROPOLITAN CITIES

A Conference will be established in each of the ten Provinces which will be transformed into metropolitan cities.

INTERNAL AND FOREIGN MINISTRY

An additional six months were granted for the reduction of managers and staff for both the civil administration of the Interior and for diplomats serving abroad in the Ministry of Foreign Affairs.

BANKITALY

It will have to take into account the rules on the spending review which provide for savings on blue cars, meal vouchers, holidays and permits, external consultancy and office rental fees.

SALARIES OF MANAGERS

A ceiling of 300 euros has been established for the salaries of managers and employees of non-listed state-owned companies, including Rai.

VIA BRANDED DRUGS

In the prescription, the doctor must indicate the active ingredient of the drug. However, with the latest change, the doctor can also indicate the brand of the generic drug which, if accompanied by an explanation, becomes binding for pharmacists.

PHARMACIES

The discounts provided for pharmacies are limited, but not as in the original decree, which drop from 3,65 to 2,25%, while those paid by companies drop from 6,5% to 4,1%. Then from 2013 the new "supply chain remuneration system" will have to start.

EMILIA EARTHQUAKE

Six billion to help citizens and businesses after the earthquake in Emilia. Municipalities and the regional police station have the possibility of making fixed-term contracts to deal with emergencies. Resources also for Abruzzo (23 million) and for waste collection.

UNIVERSITY FEES

Those for out-of-course students increase: +25% for incomes under 90 thousand euros, +100% over 150 thousand euros. Stop increases for those in good standing and under 40 thousand euros

PROFESSOR PENSIONS

FINES FOR PUBLIC SERVICE STRIKES

The obligation to cut rents by 15% for buildings used by administrations is postponed for two years.

ENTITY HOUSES

Tenants who want to buy the house of the social security institution in which they live have a time limit that cannot be less than 120 days from receipt of the institution's invitation.

TELEPHONE INTERCEPTIONS

New cut to resources for telephone interceptions: the expected savings for 2012 are 25 million and not 20.

CARABINIERI AND FINANCIAL GUARD

From 2013 January XNUMX, the number of officers in each armed force has been redetermined and the number of promotions has been reduced, excluding the Carabinieri, Gdf, Port Authorities and Penitentiary Police.
