The difficulties of the electoral climate

Two weeks before the political elections, it is not obvious that the quorum is guaranteed in the Chambers to approve the Aiuti Bis decree on Tuesday in the Senate and on Thursday in Montecitorio, two passages which would then unblock the government's launch of the Aiuti Ter decree. However, the two measures are worth a total of 30 billion, as much as a budget package, and no party can afford to block them in the middle of the electoral campaign. The more concrete risk, rather, is that the 5 Star Movement will bring an amendment on the courtroom Super bonus 110% which could break the bank, because it would be a standard without coverage.

At the political level, in fact, the main problem concerns the assignment of credits related just to Super bonus 110%. Today the government should send the parties a mediation proposal which will review the parameters of joint liability for the transfer of Superbonus credits, to try to encourage their circulation. The M5s would like to cancel all responsibility, the government to avoid pardons. In the end it could be decided to exempt those who have carried out checks and to punish those who have become accomplices in fraud with willful misconduct or gross negligence.

The Aid Ter decree

The Houses will then have to approve by absolute majority the 6,2 billion budget adjustment which allocates higher tax revenues to finance part of the Decree Aid Ter, whose total endowment is equal to 13 billion. The package of measures, expected in the Council of Ministers on Thursday or Friday, will contain, among other things, the extension and strengthening of tax credits for businesses, the installment payment of bills for businesses and households until the end of the year and the expansion of the audience of bill bonuses, with the Isee threshold which will rise from 12 to 15 euros.
