There is an agreement between the Regions and local authorities on the guidelines for returning to school. Lessons will start on 14 September throughout Italy.

"We have set up to return safely in September, shared guidelines have emerged which will allow our children to return to the classroom in conditions of maximum safety”, explained Prime Minister Giuseppe Conte at a press conference at Palazzo Chigi on the reopening of schools. Looking back, the Prime Minister recalled that "Distance learning allowed us to go ahead even during the lockdown period, even if we were aware that it was a matter of necessity" and "we realize that we weren't prepared to face a distance learning".

"We have a new billion that we are allocating today to restart in complete safety in September with a more modern, safe and inclusive school", Conte then announced, underlining that also "within the recovery plan, the EU recovery fund, an important chapter will be dedicated precisely to interventions on schools".

MINISTER AZZOLINA EXPLAINS THE DETAILS OF THE PLAN

"The guidelines are shared and immediately operational and there are solutions and resources to make them happen. A billion more for me as a minister is a lot. A figure that the school had never seen, also because in recent years it has been subjected to cuts, too many cuts ". Thus began the Minister of Education, Lucia Azzolina. "With the funds we can hire up to 50 people, including teaching and non-teaching staff with fixed contracts", said the minister.

Going into the details of the plan, Azzolina explained that "We must keep the meter apart, we will have to avoid gatherings and we will have to make staggered entrances. We will train school staff, we will work together with the Civil Protection, we will communicate for families and students for responsible behavior and prevention ”, said the minister.

“We need space and we have created a software to understand how many square meters we have in school buildings. Now I know how many meters I have available, class by class. We need to get about 15% of the students out of the buildings,” she continued. The management of the spaces will also take place through "light school construction works". “We have taken over 3000 abandoned school buildings, we can recover them. The school in September must reopen not only in safety, it must be new, more open and inclusive. We also want to teach outside of school: in museums, cinemas, theatres. For students to breathe culture. And why not, take even the youngest children to the park if the weather permits,” she said again.

To date – added Azzolina – we should take about 15% of students out of school buildings. We have to work on school construction. If these interventions weren't enough, there are also 3 school buildings that had been abandoned due to the downsizing of schools over the years and are now available. Even those are spaces that we can recover, but that's not enough. The school in September must reopen from a different point of view, which is newer and more inclusive. We take our students to theatres, archives, libraries, we make sure they breathe the culture they need".

THE DRAFT OF THE PLAN

The draft document underlines the need to ensure appropriate physical distancing, as recommended by the Technical-Scientific Committee. “Physical distancing – reads the text – understood as a meter between the buccal rhymes (the mouths - ed) of the pupils, remains a point of primary importance in prevention actions”. Translated into simple words, there must be individual desks for each student, but it will be possible to put a few more rows since the students will have their backs to each other. 

The draft also establishes the establishment of "Conferences of services, on the initiative of the competent Local Authority, with the involvement of school leaders, aimed at analyze the critical issues of educational institutions who insist on the territory of reference of the conferences". The objective will be to collect all the requests of the various institutions "with particular reference to spaces, furnishings, construction in order to identify methods, interventions and solutions that take into account the resources available in the area in response to the needs expressed".

In reference to masks the Plan provides that two weeks before the start of the new school year, the Technical-Scientific Committee will decide what indications to give to schools on the basis of the existing epidemiological framework. They will also be carried out screening and random testing on professors, students and ATA staff. 

It is "an excellent result", commented the president of the Conference of Regions, Stefano Bonaccini.  "The Regions - he continued - have played a decisive role in the construction of a 2020-2021 school plan that responds as much as possible to the different needs of teachers and school leaders, students and local authorities".

Of a diametrically opposed opinion, the president of the Campania Region, Vincent DeLuca: "We will not give the agreement, we will not say that we are in agreement with the measures that will be taken". The Governor reiterated "our firm criticism of the Minister of Education for whom school problems have become marginal with respect to politicking politics" "We will not give the agreement because we consider the vote on September 20 irresponsible and the teaching staff,” he added.
