Healthcare, doctors and managers confirm strike on 25 January

The union organizations of the medical, veterinary and health management reiterate the rejection of the 2019 budget law and confirm two days of 24-hour national strike.

The first day was confirmed for the 25 January 2019 while the second day of the strike will be proclaimed, in compliance with the law, within the first week of February by the AAROI-EMAC (Association of Italian Hospital Anesthesiologists - Critical Area Emergency) which, in agreement with the other Trade Unions and in line with a mobilization articulated over several days of strike, aims to concentrate the protest of the doctors particularly on the second date which it electively represents.

The protest is necessary in the face of the disappointing responses to the precise requests of the category:

1) A loan from the 2019 National Health Fund which provides the indispensable resources to guarantee the new Lea to citizens and to honor employment contracts that have expired for 10 years. It is intolerable to put into competition, on insufficient resources, the right to care of citizens and the right to a decent employment contract for the professionals who have to provide those treatments.

2) The overcoming, upon signing the CCNL, of the 2016 freezing of the ancillary treatment set by the Madia law, returning the Individual Remuneration for Seniority of retired executives, the inalienable contractual assets of the categories, to company funds to ensure complete remuneration for working hardship and career progression for new generations of professionals.

3) The cancellation of the anachronistic block on expenditure for healthcare personnel, set at the 2004 figure reduced by 1,4%, to facilitate personnel turnover by opening a great season of hiring in the NHS able to cope in the next 5 years to the retirement of 40% of doctors, vets and health managers currently working as employees in the NHS, also completing the stabilization paths of the precarious workers of the Management, started with the Madia law, but still disregarded in many Regions.

4) The defense against the intramoenia free profession, an inalienable right of the medical and health management of the NHS, enshrined in laws and contracts and a fundamental tool to guarantee citizens the free choice of a professional and to contribute to the reduction of waiting lists.

5) The provision of adequate funding for specialist post-graduate training contracts, bringing them to 9.500 per year, thus emptying the training limbo in which 10.000 young doctors who are unable to access a training course are trapped.

The protest will include other initiatives, also of a judicial nature, against those who intend to disregard the sentence of the Constitutional Court on the subject of the right to have an employment contract. Furthermore, we do not intend to waive the effective date of the contractual increases envisaged by current legislation and also confirmed by the State General Accounting Office.
