Pension reform 2021: the government is working on a flexible exit starting from the age of 63. For the moment, however, the only certainty is that 100 quota – the measure desired by the League which allows for early retirement at the age of 62 and 38 of contributions – will expire at the end of the year and it will not be renewed, nor revived in modified versions. On this point, the executive led by Mario Draghi intends to follow the indications received from various international institutions - starting with theEuropean Union and, more recently, fromOECD – who have repeatedly urged our country to end this form of early retirement.

On the political level there is something to overcome the resistance of Matteo Salvini, who went so far as to promise "barricades inside and outside Parliament" to defend his party's flagship measure. The impression, however, is that these are election campaign phrases and that the positions of the Northern League leader will soften after the administrative elections.

Certainly, Draghi has every intention of exceeding Quota 100 with a pension reform that goes in a different direction, while being aware that the provisions of the Fornero law must be lightened by increasing output flexibility.

For this reason, the government is working on various hypotheses that would allow for retire at age 63, that is, one more than what is allowed by Quota 100, but also four less than the requirement currently envisaged for the normal old-age pension. There are various hypotheses on the table and the discussion will come alive after 27 September, the date of presentation of the update note to the Economic and Financial Document.

An almost painless way for public finances would be the strengthening of Option Woman e Social bee, the minimum solution to increase (slightly) flexibility by canceling Quota 100. The decision of the Minister of Labour, Andrea Orlando, goes in the same direction to establish a commission on hard work: the goal is to correct the unfairness of the Northern League measure, which benefits those who have had a long and stable history of contributions.

The Undersecretary for the Economy, Maria Cecilia Guerra, then explained that the reform could also have a broader scope, addressing the issue of "guarantee pensions for young people and for women" and enhancing "for retirement purposes the periods dedicated to care work and those dedicated to training work by young people, and not only. A lower figurative contribution than the ordinary one but which would allow for decent pensions, which avoid recourse to assistance”.
