As for the preliminary ruling on constitutionality presented by the 5 Star Movement, it was rejected by the House with just three votes. In short, a framework that is anything but reassuring for the Executive, which seems determined to put its trust in the provision. 

OBAMA IN ROME AND THE UKRAINE DOSSIER

Once this test has been passed, Renzi will have to worry about welcoming the number one in the White House into an armored Rome. Air force one should land this evening at Fiumicino airport, perhaps also carrying the First Lady and the daughters of the American president. Obama's program for Thursday includes a meeting with Pope Francis in the Vatican in the morning, then lunch with the Head of State Giorgio Napolitano at the Quirinale, then an appointment with the Prime Minister at Villa Madama. Finally, in the afternoon, the American President will visit the Colosseum. 

The number one theme of his European tour is naturally the Ukrainian question: yesterday Obama said that "if Moscow goes ahead, there will be consequences", then he assured that if the neighboring countries are threatened in their territorial integrity, then "the allies of NATO will obey the principle of collective defense and will defend them”. The US head of state, not hiding his concerns, then let it be known that NATO is organizing itself even more intensely to ensure that there are contingency plans and that all allies have guarantees: "We will act in their defense whatever happen: this is NATO”, he reiterated. 

CANCELLATION OF THE SENATE AND A NEW POWER FOR THE PREMIER: THE POSSIBILITY OF REVOCING THE MINISTERS

Finally, the third dossier on Renzi's agenda concerns the Senate and the constitutional powers of the Prime Minister. According to rumors reported this morning by La Repubblica, the Premier and Forza Italia have reached an agreement to include a new prerogative for those who lead the Executive in the text on the abolition of bicameralism: the possibility of revoking ministers, which has always been a dot of Silvio Berlusconi, who when he was head of the government repeatedly expressed his intention to fire some of his collaborators, first and foremost Giulio Tremonti. Today there are only two ways to dismiss a member of the government: voluntary resignation or an individual no-confidence motion.
