Italians who want to fight high bills have the opportunity to produce their own energy. If they have an ISEE income of less than 15 thousand euros or are families with an ISEE income of less than 30 thousand euros but with at least 4 dependent children, they can access the Energy Income Fund. The Fund was established by decree of 8 August 2023 published in the Official Gazette of November 8, 2023.
The decree of the Ministry of the Environment for residential photovoltaic systems for self-consumption has therefore arrived in the Official Journal and we are only waiting for the GSE platform for applications.
There are thousands of families who aspire to the benefits of placing small systems with solar panels on the roof or in relevant areas. The capital costs - i.e. non-refundable - are recognized by the GSE itself: 2 thousand euros as a fixed portion and 1.500 euros per kW as a variable portion. Finally, the photovoltaic system you intend to install must serve the units residential and have one rated power not less than 2 kW and not more than 6 kW. A moderate response to 5 million of Italians in energy poverty.
Energy income 2024: a project born six years ago
The energy income project started in 2017 to help those who, despite having difficult economic conditions, want to lower the burden of their bills. At the base there is a revolving fund for the two-year period 2024-25 which grants total contributions for power plants between 2 and 6 kW. The contributions are reserved exclusively for properties registered in category A (with the exclusion of categories A1, A8, A9 and A10).
Abruzzo, Basilicata, Calabria, Campania, Molise, Puglia, Sardinia and Sicily have 80 million euros available per year. For all the other regions of the Centre, North and for the autonomous provinces the availability is 20 million for each year. A distribution that takes into account the greater energy poverty of families in the South. Once the work is completed, the beneficiaries will stipulate a contract with the GSE for the transfer of energy.
Is the market starting again? The Photovoltaic Alliance is confident
In its last meeting, the Photovoltaic Alliance in Italy indicated 100 GW to be installed by 2030 to complete the energy transition well. It is necessary to proceed with an average of 10 GW per year also compared to 2022 which recorded a recovery with 2 GW of new power achieved.
From January to July 2023 theincrease was 2,7 GW installed. But there is still too much regulatory uncertainty to sacrifice the sector. In this context, the companies united in the Alliance contest the current version of the Decree on suitable areas which delegates the perimeter of the areas on which to install the systems to the Regions. This principle does not guarantee uniform rules throughout the national territory and compromises investments. However, solar energy remains in the options panel of large and medium-sized companies.
