Southern motorists, even the most virtuous ones, have to resign themselves: compared to their colleagues in the North they will continue to pay much more for motor liability insurance. The principle of a single tariff for the whole country disappears from the liberalization decree. This is established by a "reinterpretation" that the Ministry of Economic Development has given of an article included in the measure. It was Isvap, the insurance supervisory institute, who asked for clarification.  

The sibylline formulation reads as follows: "For the maximum discount classes, with the same subjective and objective conditions, each of the insurance companies must offer identical offers". The clarification, on the other hand, specifies that "a reasonable and legitimate interpretation of the provision in question should include in the tariff differentiations, which are also possible for the maximum discount classes, those linked to the objective differences in the risk conditions found in the individual territories (frequency of claims, level of compensation, etc.).

In short, a step backwards that risks keeping the enormous disparities in treatment between the different areas of Italy unchanged. According to Federconsumatori, the intervention would have been fundamental in the light of the continuous increases in prices: in the last three years the tariffs have increased by 32%, equal to 311 euros more each year. The president of the association, Rosario Trefiletti, explained the reasons for the protest to FIRSTonline. 

In your opinion, is the parameter of territoriality itself illegitimate? Statistics show that thefts are more likely in some cities than in others.

These are parameters determined many years ago. The concept of territoriality must be overcome, it is time to disassemble it. Starting from this premise, why aren't different rates paid even in the different districts of individual cities, in metropolitan communities or in certain mountain communities? The most used example is Naples, where, other things being equal, a policy costs 240% more than in Padua. So why not charge different rates between central Naples and Scampia? No, the insurance schemes for virtuous motorists need to be more balanced. 

But how to convince Europe? According to the ministry, the ban on using the territoriality parameter would have been in contrast with the principle of tariff freedom affirmed by the community legislation.

Our proposal is a ceiling, not a single tariff. For example, setting a maximum limit of 800 euros, so that there cannot be too marked territorial disparities, such as 800 in one place and 1.200 in another. Then if other companies want to go below this threshold for reasons of competition, so be it, so the European Community is also happy. 

However, the decree required the rebalancing of territorial differences thanks to the resources that will arrive with the reduction of claims and fraud. How do you rate this arrangement? 

It seems to me one of those statements of principle that will hardly find realization. We have already heard many promises: we need to shake up this system and this was a missed opportunity. The entire insurance industry needs a lot more competition. As soon as there was talk of multi-firm agents, a revolution almost broke out. There is always a watering down of the norm.
