Quote 103: who can access? Here are the requirements

103 quota is the new"flexible early retirement" that the 2023 Budget Law introduced experimentally just for this year to replace the old ones odds 100 and odds 102. What changes? With the first, it was possible to retire at the age of 62 and 38 of contributions, with the second, access was allowed to those who had accrued 38 years of contributions and had reached the age of 64. With quota 103, on the other hand, it will be possible to retire at 62, provided that one has accrued or is accruing by the 31 December 2023 41 years of contributions. 

In essence, the new mechanism is aimed at male and female workers born before 31 December 1961 who will accrue 41 years of contributions by the end of the year. It should be emphasized that quota 103 does not replace, but is added to the early retirement which currently allows women to access pension treatment with 41 years and 10 months of contributions and men with 42 years and 10 months. Speaking in simple terms: a worker will be able to retire 10 months earlier than foreseen by the early retirement, a worker 1 year and 10 months earlier.

The characteristics of share 103 are the same as those of share 100, which means that INPS has provided a floating window system. This is how it works: those who have completed the required requirements by 31 December 2022 will be able to retire already at first window available output that matches the 1 ° April 2023 for the private sector and others August 1 2023 for civil servants.

On the other hand, those who accrue "quota 103" from 1 January to 31 December 2023 will be able to use the first useful window three months after the accrual of the requirements if a private worker; after six months if a public worker. 

Quota 103: maximum ceiling and prohibition of accumulation

The 2023 Budget law also established a maximum limit. For those who decide to take advantage of quota 103, the amount of the benefit cannot exceed five times the minimum INPS treatment, that means 2.818,65 euros gross per month until reaching the age of 67, which corresponds to the age at which the old-age pension is added.

Also expected a cumulation prohibition between earned income and pension until age 67. Only accumulation with income from self-employment of an occasional nature is allowed within a gross annual maximum of 5 euros.

Finally, it should be emphasized that male and female workers who, while being able to resort to "quota 103", decide to remain in service will benefit from a amount paid in paycheck equal to the contribution normally paid by the worker (9,19%). There is also an exemption relating to the payment by the employer with the aim of encouraging the continuation of the working activity ("Maroni bonus").

The message posted on February 21st, INPS communicated that the management system of questions for access to Quota 103 has been activated. Applications can therefore be submitted from this date. As? Applications can be submitted directly from INPS siteby accessing via: 

  • Speed (Public Digital Identity System) at least Level 2, 
  • Cns (National Service Card),
  • Cie (Electronic identity card 3.0).
