From today 30 June, for professionals and businesses, the obligation to accept payments over 30 euros also through the various forms of electronic payment: debit cards, credit and debit cards. An obligation that has the double purpose of simplifying the lives of consumers but also of contributing to the fight against tax evasion. But an obligation that traders don't like, who complain about the costs that derive from this, and an obligation that is actually a half-baked obligation: in fact, there are no sanctions for defaulters.
No penalties
In daily practice, citizens will therefore be able to ask to pay using electronic money but, in the event of a negative response, they will be able neither to avoid paying nor to report the absence of the professional they have turned to. The novelty was introduced by the "growth bis" decree, number 179 of 2012, which initially established that the obligation started on January 200 of this year and concerned only subjects who invoiced more than 30 thousand euros a year. Then the extension to June 30 dropped this prescription and from today the obligation will apply to everyone. Only above XNUMX euros for traders, artisans, businesses and professional studios. From the restaurant to the plumber, from the carpenter to the dentist, from the hairdresser to all professional activities whether they are notaries, lawyers, architects or accountants.
CGIA of Mestre: forced to useless costs
The secretary Giuseppe Bortolussi underlines the penalizing aspects for those who have an artisanal activity: "This means that each employee - he says - must be equipped with a POS. Anyone who wanted this law have any idea of what costs these companies will have to bear?" And again: according to the calculations of the CGIA, a company with 100 euros in annual revenue will find itself spending, on average, 1200 euros a year between POS, monthly fee, annual fee and commission percentage on collection.
No penalties for defaulters
However, there are no penalties for defaulters. Penalties that will perhaps be introduced at a later stage, when perhaps the installation and management costs of the POS will be made more affordable, but whose current absence makes the obligation a sort of "declaration of intent".
Professionals against
There are many voices in the world of work against the novelty, above all for the costs it would entail. According to Confesercenti, an entrepreneur who carries out transactions for around 50 euros a year between installation costs, fees and commissions will pay around 1.700 euros a year. So overall, the business world should pay 5 billion for these services. For the Cgia of Mestre with 100 thousand euros of movement, the annual cost should fluctuate from 2.478 to 2.608 euros depending on the technologies used (simple Pos, cordless Pos or GSM) which, net of tax deductions, then drops to 1.183-1.240 euros. According to a study by Labor Consultants, the fee ranges from 10 euros for the standard Pos to 28 for the GSM. For each transaction you then pay 20 cents for the call to an automatic number and a bank commission which on average is around 2% of the amount transacted.
