For 15 categories of workers, the raising of the retirement age to 67 will not trigger required by law starting from 2019. The Minister of Labour, Giuliano Poletti, has in fact signed the ministerial decree which establishes the block, starting from next year, of the adjustment to life expectancy for all those who exercise strenuous activities and strenuous tasks identified during the negotiations of the last few months.
Signed by @PolettiGiuliano decree that exempts 15 onerous professions from adjusting the retirement age to life expectancy. The pension system should not be undermined. The most exposed sections of society must be protected.

Those who carry out the aforementioned "onerous" professions will therefore be able to access the pension at the age of 66 years and 7 months, with a 5-month “discount” compared to all other workers which from 2019 will have to comply with the new rules.
The ministerial decree was adopted in implementation of the provisions of article 1 of the 2018 budget law, following theagreement signed with Cisl and Uil in November. Therefore, the last ones are missing for the official entry into force two “formal” steps: the registration of the provision by the Court of Auditors and the publication of the same in the Official Gazette.
It should be emphasized that the 15 categories of workers "exempt" from the increase will however have to respect some rules:
- perform strenuous activity for seven years (or more) in the last ten before retirement,
- have accrued a minimum contribution requirement of 30 years.
In total, as explained by the Palazzo Chigi technician Stefano Patriarca, "the decree allows for the expansion of the audience of the Ape sociale and the precocious for 2018 and allows retirement in 2019 and 2020 without the expected adjustment to life expectancy at approximately 49.800 workers".
49.800 people who join the over 69 thousand who will be able to take advantage of the Ape Sociale or retire with 41 years of contributions regardless of age.
Overall – continues Patriarca “between 2017 and 2020 approximately 119.200 people will be able, if they wish, to leave the labor market early without any penalty in their pensions. All this with a financial intervention paid by the State consistent with the need for financial stabilization of the public budget".
But what are thereand 15 categories of workers who, thanks to the entry into force of the decree, will be able to retire "before everyone else"? Here they are one by one:
- mining, construction and building maintenance workers,
- operators of cranes or mobile drilling machines in construction,
- tanners of skins and furs,
- train conductors and train crews,
- drivers of heavy vehicles and trucks,
- staff of the nursing and hospital midwifery professions with work organized in shifts,
- personal assistants for people in conditions of non-self-sufficiency,
- kindergarten teachers and kindergarten educators,
- porters and goods movers,
- unqualified cleaning personnel,
- waste collectors and other waste collectors and separators,
- agricultural workers,
- seafarers,
- fishermen,
- second smelting steel workers.
We also recall that even those who have strenuous and nocturnal tasks for at least seven years in the last ten years preceding retirement or, alternatively, for at least half of the working life without prejudice to a minimum contribution requirement of 30 years.
