The rain of amendments has watered down the cauldron of liberalisations. While from the various political fronts come in turn recriminations or congratulations, the pressure of the professional categories on the Government it shows no signs of decreasing. The lobbies have already led the Executive to a sensational turnaround on various measures of the decree-save Italyespecially on the transport front. Now the goal is to keep the pressure high at least until next Wednesday, when the text arrives in the Senate. By that date it is probable that the armor is now a done deal: the various modifications should flow into one single maxi-amendment and in order not to run risks, the Government could ask for yet another vote of confidence.

On the political front, the latest news is the clear stance of the Third Pole, who for once does not unreservedly support the choices of the Monti team: "The risk is the swamp - thundered Francesco Rutelli, speaking for the whole camp -. If the situation were to escalate, our parliamentarians will meet to evaluate what behavior to adopt when voting".

The Pd on the other hand, which these days is much more tormented by internal quarrels on labor reform, prefers not to raise its voice on liberalisations. According to the secretary Pier Luigi Bersani, “some progress has been made on insurance companies and banks, not only steps backwards, but more can be done on the professions, energy, petrol and medicines. The discussion isn't over yet." It may not be over, but it's well underway now. And the decree is likely to change significantly.

For these reasons Prime Minister Mario Monti decided to defend the text released by the Council of Ministers: "There will be changes that we can accommodate, and not all changes are a setback, and others that we cannot and will not accommodate," said the Professor.

CORPORATE TRIBUNAL AND SRL AT ONE EURO FOR UNDER 35

For the moment it is not possible to find the square on these two measures, which remain suspended. The Senate Budget Committee will have to express an opinion on the coverage of the provisions, then the amendments of the speakers will be evaluated. The most controversial proposals are those which envisage increasing the number of courts from 12 to 20 and obliging the new Srls to go to the notary free of charge.

BANKS: THE CUSTOMER CHOOSES THE POLICY, FREE ACCOUNT FOR PENSIONERS

Institutions that require customers to take out life insurance to take out mortgages or loans will have to accept the policy chosen by the customer on the market, without prejudice to the obligation for banks to present at least two estimates from companies not related to them. Furthermore, banks will not be able to force those who want to take out a mortgage to also open a current account. Finally, retirees who receive checks of up to 1.500 euros will be able to open an account for free.

NEW PHARMACIES: THE PDL WANTS TO REDUCE THEM

This is one of the aspects on which the government is under the greatest pressure. Currently, the decree provides for the opening of 5.000 new pharmacies, to reach a ratio of one establishment for every 3.00 inhabitants. However, the PDL supports Federfarma's request, which would like to lower the ratio to one pharmacy for every 3.800 inhabitants.

AUTO TPL, NO REFUNDS FOR MINOR INJURIES

The lumbago becomes just a painful ache again. By saying goodbye to these (very widespread) reparations, Parliament satisfies a long-standing request from ANIA.

Also on the insurance front, two new databases will be created for the fight against motor liability fraud: one for witnesses and one for injured parties. The new arrivals will be added to the database of claims managed by Isvap. In addition, the penalties are being increased for those who try to defraud companies with the same old tricks: damage to an insured property, self-mutilation... In all these cases, the minimum sentence goes from six months to one year and the maximum from four years to five years .

TAXI, EVERYTHING GOES BACK TO THE MAYORS

The new Transport Authority is ousted even before being born. It will not be you who decide the number of licenses and tariff levels, but, once again, the mayors. everything as before, in short. The Authority will have a simple supervisory role, but his opinion will still remain non-binding. Also stop the duplicate licenses for those who already have one: the new ones will all be assigned by competition.
