The government is working to pass the two decrees that will allow the entry into force of theApe social and of the voluntary Ape on May XNUMXst. The Minister of Labor assured him, Giuliano Poletti, at the end of discussions with the trade unions on social security issues.

"The method of comparison is positive - said the general secretary of the CGIL, Susanna Camusso – but we have not seen a piece of paper with the text of the decrees, which creates a certain embarrassment in drawing conclusions. We had some reassurance, but if we don't see the texts we can't give a conclusive judgement". In any case, according to the trade unionist there are still problems with fixed-term contracts and the 6-year continuity for access to the Ape social.

For the Confederal Secretary of the CISL Maurice Petriccioli, on the other hand, "phase one of the agreement on social security ends with lights and shadows because the writing of the rules in the budget law has reduced its ability to reach a wider audience of potential recipients, but the extraordinary positiveness of an intervention remains which after many years identifies tools for a more flexible management of leaving work and accompaniment to retirement, introducing the principle that not all jobs are the same with the concept of onerousness of work which can be further improved in the coming years".

But today the government and trade unions have also started the "2 phase” of the negotiation on the pension reform, setting a calendar of appointments and topics to be discussed. The next two meetings will be held on 6 and 13 April: in the first case we will discuss the hypothesis of a guarantee pension for young people, while the second will address the issue of INPS governance, also in the presence of representatives of the Ministry of Economy.

The start of “phase 2” has allowed the parties to “define a work agenda with priorities - said Poletti - welfare for young people is the priority that we have identified. We will have to address the issues of delayed entry into the labor market and discontinuous careers".

- other chapters of “phase 2”, continued the Minister of Labour, concern "supplementary pensions (tax treatments, access, use of resources, supplementary healthcare and, more generally, the comparison on supplementary welfare), the separation of expenditure between pensions and assistance involving all institutions that are responsible for it, existing pensions, an issue that remains on the agenda, and the governance of INPS. We are faced with a useful and positive dialogue that allows us to deepen the subjects. It's a positive way of working."

Satisfaction also from Camusso: “Finally we have opened the discussion on the pensions of young people to have a system of guarantees for the pensions of young people who have had discontinuous careers or such low incomes that they prevent them from obtaining a decent pension. We've been posing this problem for a long time."

The number one of Uil, Carmelo Barbagallo, he added that "even the Government now believes that it is necessary to separate social security and assistance", therefore "it was a fruitful discussion".
