The OECD points out that "several countries – Greece, Spain, Italy and Portugal – have announced or implemented labor market reforms to counter the duality typical of the sector by reducing the gap between the protection of those who have a job and workers Temporary". The impact of these reforms "could be amplified by other structural reforms that increase competition in sectors where there is great potential to create jobs such as retail trade and professional services".

Unemployed are also on the rise again in the entire OECD area. In May there were 300 more than the previous month, while the unemployment rate remained unchanged at 7,9%. The Organization has counted 47 million and 700 thousand total unemployed in member countries, 14,1 million more than the values ​​recorded in 2008.
