Like every year at the end of December, the Milleproroghe decree arrives, which postpones several deadlines, the most heterogeneous, to 2021. The text will be approved by 31 December but a first draft ends up on the table of the CDM convened on the day before Christmas: 22 articles, for now, ranging from Covid Hotels to employment in the Public Administration in particular in the school, passing through the increases (or reductions) of the motorway tariffs, the exams for the driving license and the extension of the loan to Alitalia.
There will be time until July 2021 to "refine" the new economic and financial plans of the highway concessions, to which the "rate adjustments" are linked, and therefore any increase (or decrease) in tolls, which would otherwise have taken effect at the end of the year. Due to Covid there will also be more time to support the driving tests to obtain a licence. According to what can be read in a draft of the Milleproroghe decree, for applications presented in 2020 the "knowledge test" can be carried out within 1 year of the request.
Several innovations in the public administration. The draft, with regards to the school environment, extends the final term of the competition procedures for technical managers until 31 December 2021. Not only that: the text provides for the extension of the assessment of learning carried out in presence or with distance learning to June 2021 and of school building payments until to 31 December. As for the digitization of schools but also of hospitals, the measures to simplify the works for the optical fiber are extended.
With the Milleproroghe decree also comes a series of extensions of measures put in place since the beginning of the coronavirus emergency which would otherwise stop at the end of the year. From trainees and retired doctors in the ward to the production of masks by way of derogation, passing through the operations of Commissioner Domenico Arcuri and the Covid Hotels: the extension, specifies the draft of the decree, will be valid until the end of the state of emergency and in any case no later than 1 March 2021.
The terms of the measures in favor of air transport, which expired on 15 December last, are extended "by the year 2021", while Alitalia will have six more months to repay the 400 million loan granted at the end of 2019 for the transfer of business complexes. In fact, the draft moves the deadline for the refund from 31 December 2020 to 30 June 2021. Meanwhile, in the spring, the new company will debut state-controlled flag.
