3) the division of the Rai license fee in 10 annual installments to be paid together with the electricity bill (but in 2016, due to the technical times required to adjust billing systems, the first payment will be made "cumulatively" from XNUMX July).

From this last point of view, yesterday the president of the European Commission, Jean Claude Juncker, clarified that the increase in spending on anti-terrorism after the massacre in Paris it will not be calculated in relation to the parameters of the Stability Pact. It could therefore arrive for Italy an overall bonus of at least 500 million euros, of which 200 have already been allocated with the Jubilee decree approved last Friday by the Council of Ministers, while the other 300 would come as an additional dowry to finance a shield against terrorism which will have to remain active well beyond the end of the holy year.
