In the end, amid controversy, the 2019 budget maneuver passes to the Senate, where the maxi-amendment gains confidence with 167 in favor, 78 against and three abstentions, including the senator for life and former prime minister Mario Monti. For the opposition, however, the battle does not stop there: "Given the very serious violations of article 72 of the Constitution - announced the group leader Andrea Marcucci in the Senate Hall -, the parliamentary group of the Democratic Party expresses its willingness to raise 'art. 134 of the Constitution the direct appeal to the Council so that we can pronounce on the enormity that has been accomplished before our eyes and under those of the country by this violent government that cares about the rights of Parliament". The final vote of the Chamber is scheduled for Friday 28 December, but Deputy Prime Minister Matteo Salvini has already assured: “This is the definitive text. It doesn't change anymore."

Among the most contested passages of the new text is the one that sees the double threshold pass for the awarding of contracts without tenders, the extension of all the employments of the Public Administration, with the permanent employments already foreseen postponed to 15 November and above all the removal of the restrictive rules for the NCC, with the idea of ​​proposing them again later with an ad hoc decree. For this it is immediately the revolt of taxi drivers broke out in Rome and Milan, with the decision to block travel to the airports of Fiumicino and Linate and the railway stations of Termini and Centrale. Another breaking news: the savers cheated by the banks obtain the elimination of the Consob arbitration at the last minute: the compensation becomes "direct", even for the subordinated bondholders.

WEB TAX

Introduced for the first time a 3% "web tax" for companies that deal with commerce but also those that sell data and advertise online. The rule proposed by the 5 Stars for a progressive reduction of direct contributions to publishing from next year until the elimination of funding in 2022 has been confirmed. The cooperatives of journalists and those newspapers linked to the non-profit world will be affected.

NO PROFIT

The government that had promised aid to the family and support for the disabled, even setting up an "ad hoc" ministry, hits the heart of the most fragile world. The IRES rate of third sector associations will no longer be 12% but 24%, as if they were a "normal" company.

ECOTAX

There is the eco-tax: it will not be paid on small cars but on medium and large-engined cars. The tax ranges from 1.100 to 2.500 euros depending on the issues. On an experimental basis, a bonus is also being introduced for those who buy an electric car: 6 euros if a vehicle is scrapped for 0, 1, 2, 3, 4 euros, while it becomes 4 euros without scrapping. For the hybrid, the incentives go respectively to 4 euros (with scrapping) and 1.500 euros (without).

FEMINICIDE

More funds will go to the victims of femicide but only for 5 million, instead of the 12 initially assumed. In fact, the maxi-amendment to the maneuver provides for an amendment by the League which gives more resources to those who have suffered domestic violence but revises the figures downwards. The 2 million for scholarships for "orphans of domestic crimes" remain, while the funds to support foster families are reduced from 10 to 3 million.

PENSIONS

Double sting on the pension front. Full revaluation following inflation only for those with a check up to 1522 (three times the minimum). Then the increase will decrease as the pension rises, six brackets until 60% of inflation is lost for those who are 9 times above the minimum (4566 euros). Beyond these thresholds for 5 years, the so-called golden pensions are also cut: -15% for incomes from 100 to 130, then another three brackets with a -40% for those with a gross annual income of over 500.

PUBLIC ADMINISTRATION

As had already been leaked, the maxi-amendment to the maneuver introduced a block on turnover in the public administration. For the year 2019, the permanent hirings already envisaged are postponed to 15 November. The postponement specifically concerns employees of the Presidency of the Council of Ministers, ministries, non-economic public bodies, tax agencies and universities.

SLOT MACHINES
