The value of maneuver it will be around 30 billion, of which 23,1 to avoid the VAT increase, two for non-deferable expenses and five to lower the tax wedge. As far as coverage is concerned, almost 11 billion should come from additional flexibility: Italy will in fact ask Europe to raise the 2020 GDP deficit from the 1,5% currently forecast to 2,1%, with a difference of 0,6 points which is worth 10,8 billion. The debt-GDP, on the other hand, will be lower than the 134,6% with which 2019 will end. These are the figures that should flow into the update note to the Economics and Finance Document (Nadef) arriving on the table of the Council of Ministers, it is not yet clear whether by the end of the week or on Monday.

Still on the hedging front, considering the savings on the 100 share and basic income, plus the lower expense for interest on debt ensured by the decrease in the spread, 15 billion remain to be found, which will have to be filled with spending reviews, review of tax relief e fight against evasion. It is not excluded that a decree that the government could issue before the budget law is dedicated to this last chapter. The heart of the provision would be new incentives for the use of credit cards and a further strengthening of electronic invoicing.

But according to the latest rumors, the Executive is also evaluating a more drastic measure: to guarantee a tax deduction equal to 10% of the sums paid with the card to those who exceed an annual spending threshold. Some assume a minimum ceiling of two thousand euros, others would prefer to set a limit based on income.

Another hypothesis foresees possibility of deduct expenses for certain services from your income which today are hardly invoiced regularly, such as those for home maintenance, from the plumber to the carpenter, passing through all the other small repairs.

Not only. At Palazzo Chigi we are once again talking about an old idea: the receipt lottery, which should encourage people to demand the tax registration of the expenses made.

So far the carrot. Then there will also be the stick: "The prison for evaders - assures the Prime Minister, Giuseppe Conte - will already be in the justice reform, which will be ready within a month".

At the moment, the imprisonment of tax evaders is a very rare event in Italy. The law provides for prison sentences for many tax crimes, but the thresholds for evading taxes are very high and the penalties are low. Consequently, either the crime does not trigger or the conditional triggers.
