The new Isee declaration has recently made its debut, the family economic indicator useful for accessing services such as free kindergarten for children or discounts on university fees. In the first quarter of 2015, the new Isee registered a drop in Isee declarations without movable assets, thus passing from 72,7% in the first quarter of 2014 to 24,1% in the same period of 2015. At the same time, the average value of assets securities has almost doubled from 5.000 to over 9.000 euros. In essence, nearly a third of the people who did in the first quarter of 2015 reported having a checking account last year.

The new rich meter therefore favored a strong "emergence" effect. In fact, with the new Isee, we pass from the self-declaration to the subsequent compilation carried out by the INPS on the basis of data also coming from the Revenue Agency. According to the Agency, which also examined the 2014 ISEE declarations, at least a quarter of these were under-declared compared to the tax data.

The Ministry of Labor has published the data relating to the comparison between the old and the new Isee in which the patrimonial component assumes more weight. In general it emerged that the new Isee is more favorable for 45,3% of families, while less favorable for 35%, nothing changes for the remaining 20% ​​of families.

Minister Giulinao Poletti expressed his satisfaction with the new instrument: “The objective of the reform was to make the system more equitable and this is what appears to be happening. For a large part of the population, a reduction or substantial stability of the indicator is observed, while the ISEE increases only where there are substantial assets. Particularly satisfactory are the results in terms of the emergence of values ​​previously under-declared or not declared at all. It therefore seems that the "crafty" of welfare have a less easy life with the new rules".
