Rain of car incentives for 2020 in the relaunch decree, with bonuses of up to 6.500 euros for hybrid cars and up to 10 for electric ones purchased between 1 August and 31 December 2020. There are also new incentives on Euro 6 petrol and diesel. a new provision, already known as the "August decree", is being studied on the Government table, which could allocate as much as 1 billion euros for the automotive sector as part of an overall package of measures worth 20 billion.

CAR INCENTIVES 2020: THREE PURPOSES

At the basis of this maxi incentive plan there are three main purposes. The first, and undoubtedly the most important, is to lend a hand to a sector in deep crisis. The recession triggered by the coronavirus emergency has left automotive companies with broken bones: according to Acea data, after the -56,8% recorded in May, car sales in Europe fell by 24,1% the following month %, while for the first six months of 2020 the overall decrease is 39,5% equal to 5.101.669 million vehicles. In this context, Italy is doing even worse: because if in June sales in our country fell by 23,1%, in the semester the drop even reached -46,1%. A massacre that is also engulfing the giants (Fca -28,4% last month) and which without adequate state support could bring a sector that represents 10% of the Italian GDP to its knees.

The second purpose, equally important, concerns safety: the danger that coronavirus infections will increase again will remain high even in the coming months (perhaps years). For this reason many people will try to avoid the use of public transport, places unanimously considered high risk, preferring the use of private cars. With the reopening of schools in September and the arrival of cold weather, this trend could widen. This is therefore the time to push the accelerator of incentives, trying to intercept an audience of potential buyers interested in moving around in complete safety, but also with less impactful vehicles. 

And thus we arrive at the third aim, hand in glove with the other two. In Italy there are 40 million cars, with an average age among the highest in Europe: 11 years. 17% of these vehicles are even more than 20 years old. It is easy to understand how the impact on the climate and the environment is very high, with pollution levels reaching new negative records every winter, forcing the Municipalities to institute blocks and limits on circulation. Thanks to the Covid-19 emergency, the hope is therefore to prepare a modernization of the national car fleet, triggering a reversal of course in a sustainable and ecological key and prompting Italians to dip into their wallets to buy new vehicles with lower emissions (it is no coincidence that they are the ones that guarantee the lowest incentives), which are able to reduce the environmental impact of one of the most polluting sectors in the world. 

CAR INCENTIVES 2020: HOW THEY WORK

The incentives will apply to vehicles purchased from 1 August to 31 December 2020. According to the relaunch decree became law after the final approval in the Senate, the eco-bonus already existing since 2019 on hybrid and electric cars it will be increased. To this figure will then be added a state contribution and a discount applied by the concessionaire, the amounts of which will vary according to various parameters. For Euro 6 petrol and diesel cars, on the other hand, you can only count on the last two options. Translated: state contribution and discount yes, but no ecobonus.

Gianluca Benamati (Pd) first signatory of the amendment approved in the Chamber has explained to Fanpage.it that "the bonus consists partly of a discount applied directly by the dealer and for the rest of a discount as a tax credit". 

AUTO INCENTIVES 2020: BONUS FOR ELECTRIC CARS

The relaunch decree increases the amount of the existing contribution on the purchase of electric and hybrid cars. 

The overall amount of the incentives depends on two factors: the type of car you choose and whether or not you own a vehicle to be scrapped (if the answer is yes, the discount increases). The highest incentives are the prerogative of electric cars with a price of less than 50 thousand euros (excluding VAT). To be sure that you have chosen the right vehicle, you need to check the CO2 emissions: in this case they must be between 0 and 20 grams per km. For electric vehicles, the incentives range from 6.500 to 10 euros. In detail:

  • With the scrapping of a Euro 0-1-2-3-4 car, you will be able to count on an incentive of 4 thousand euros, to which is added the 6 thousand euro eco-bonus provided for by the 2019 law. In total, therefore, the discount will reach 10 thousand EUR.
  • Without scrapping, the incentive provided for by the relaunch decree is 2 thousand euros, to which we must add 4.500 euros of eco-bonus. The total amount that can be reached is therefore equal to 6.500 euros.

CAR INCENTIVES 2020: PLUG IN HYBRID BONUSES 

Let's start with CO2 emissions: if you want to access the incentives, these must be between 21 and 60 grams per km. In the event of scrapping, a state incentive of 2019 euros and a discount of another 2 euros granted by the seller add up to the eco-bonus already provided for in 2. Without scrapping, both the state contribution and the dealer's discount drop to one thousand euros. In total, from August to December, the bonuses on hybrid cars rise from the current 2.500 euros to 6.500 in the event of scrapping, and from 1.500 to 3.500 without scrapping.

AUTO INCENTIVES 2020: PETROL AND DIESEL EURO 6

The last subsidized band includes cars with CO2 emissions between 61 and 110g/km with a price of less than 40 thousand euros (VAT excluded) and therefore also Euro 6 petrol and diesel vehicles.

With the scrapping of a vehicle registered before 2010, the state contribution available to buyers is equal to 1.500 euros, to which must be added a 2.000 euro discount applied by the dealer. Total 3.500 euros. Without scrapping, however, the state incentive is equal to 750 euros and the maximum discount applicable by the dealer is equal to 1.000 euros. Total: 1.750 euros.

INCENTIVES FOR MOTORCYCLES AND ELECTRIC/HYBRID SCOOTER

There is also an incentive of 4.000 euros (with scrapping) for those who buy electric or hybrid motorcycles and scooters. Without scrapping, the bonus drops to 3 thousand euros. 

AUGUST DECREE: NEWS FOR THE AUTO SECTOR

There is a new 20 billion euro decree on the government table. Inside it will find space for the extension of layoffs and the blocking of layoffs, bonuses for families and businesses but also new measures for the auto sector. The amount allocated, in the latter case, could be very substantial, reaching up to 1 billion euros. Money that will serve to enrich the package of incentives already provided for by the relaunch decree and to give impetus to a sector that is as strategic as it is in difficulty.
