“We will reopen the tax chapter, starting fromIMU: we believe that too many families have difficulty absorbing such a hard blow". For this reason the new levy should be “a one-off fee, which will not be re-proposed in 2013, and which will be paid in installments“. While in Parliament he holds the labor reform and the forthcoming reform of public funding to parties on the bench, Angelino Alfano he also returns to questioning the fiscal policy of the Monti government. And it's not just the IMU that is in the crosshairs of the PDL secretary, interviewed by Corriere della Sera: "We will need to work in the coming months - he added - to prevent VAT from being increased once again in September".
Meanwhile, however, the most urgent obstacle to round off the corners is the single municipal tax. Some particularly critical details seem to have been resolved. On the subject of instrumental rural buildings (for example stables, deposits or warehouses), the Government has already taken a step forward, proposing an amendment to introduce the total exemption on these properties that are located in "mountain or partially mountain municipalities". With regard to the agricultural lands owned by direct farmers or professional agricultural entrepreneurs, on the other hand, the reduction of the tax base already envisaged for the ICI will be introduced.
But on which ones rates will it be calculated? In general, a compromise solution was found on this point. According to the provisions of an amendment to the tax decree, June payment (expiring on the 16th) will be paid on the basic scales envisaged by the old ICI: 4 per thousand on first homes and 7,6 per thousand on other properties. Also unchanged (but only for the moment) are the deductions: 200 euros on the main residence and 50 euros for each child up to the age of 26 who lives in the same house.
But all of this means that the second installment – December is coming – it will be much heavier, because it is calculated "as the balance of the total tax due for the entire year - reads the amendment -, with adjustment on the first installment". In the meantime - and precisely by 31 July - the Presidency of the Council which will contain the "modification of the rates, the relative variations and the deduction". It is expected that, in Rome alone, the price increase will be around 40%.
