On Wednesday, on the eve of the vote, the M5S National Council - five hours in the morning, suspension and new meeting - had not yet led to a decision until late in the evening. Even if, according to some sources in the Movement, the idea of ​​the Aventine Hill would prevail, i.e. not to vote in the classroom – by leaving the assembly – for the Aid decree, thus destroying 23 billion in aid and the survival of the Draghi government until the end of the term. All this while the Movement continues to lose pieces: Francis Berti leaves the M5S parliamentary group in the Chamber and joins IPF with Luigi Di Maio. On Monday, Berti voted in favor of the Aid decree, while the rest of his group did not participate in the vote.

Around eight in the evening, the meeting of the M5S Council resumed. It had been suspended in the afternoon before the phone call between the leader of the Movement Giuseppe Conte and the premier Mario Draghi. A situation of extreme tension that reached the point of no return after the snatch of the M5S which in the Chamber after having voted their confidence in the aid decree then abstained on the final vote on the provision. A behavior that the regulation of the Senate does not allow to replicate: the trust is voted only once and it is valid for the approval or the definitive sinking of the measure. That's why the Senate vote represents the hour of truth.

Prime Minister Draghi made it clear, in a press conference on Tuesday, that one cannot govern with ultimatums and that the government continues as long as it can work. Specifying that without Five Stars there will be no Draghi bis government. The League is pressing for the elections: "We don't hope for the crisis, but we can't go on like this". The leader of the Democratic Party Letta warns: "If the government falls, we vote and whoever is now able to give answers to the country will win". Tajani of FI sides with Draghi: "For Fi there is no other premier". In the meantime, the government is meeting with companies on cutting the wedge and the minimum wage and is working on the Aid-bis decree: zero VAT on the shopping cart.
