The agreement between the company and the unions is aimed at adapting the workers' professionalism to the demanding 5 billion investment plan based on a program of strong technological innovation - Here's how it works and what the guarantees are for Mirafiori employees

On Wednesday 19 December, the FCA and the Turin metalworkers' unions, including Fiom-Cgil, signed a programmatic agreement to start the early retirement of a thousand Mirafiori workers making use, to meet the needs, of the instrumentation made available by the Law Fornero and Jobs Act 

As is known, the FCA's detailed investment plan for Italy envisages, barring any negative impacts deriving from the "eco-tax", a total amount of over 5 billion for the period 2019-2021. 

A significant portion of these investments is intended for the Turin area, as recently illustrated by the new top management, for the industrialization of the new Fiat 500 Electrical at the Mirafiori plant as well as for consistent product interventions on the models Maserati at the Mirafiori/Grugliasco production site in Turin. 

For the realization of this demanding programme, it will be essential to adapt the existing professionalism to the new competence profiles required by the implementation of the technological innovation program in progress, through the acquisition of the new knowledge and skills necessary to achieve a profitable integration of workers dedicated to the development and production of high-tech models with a view to World Class Manufacturing.   

The substantial program of training interventions would also be in contradiction with those workers who, due to age and obsolete skills, present significant gaps with respect to the professional profiles required by the technological evolution of future activities and for which measures have been identified and defined aimed at “soft” exit from the company. 

The union agreement reached therefore defines the adoption (apart from the possible opportunities of the next "quota 100") of management tools aimed at favoring workers who meet the requirements for retirement in the short term or over a period of a few years, placing in this way also the premises for possible future generational changes in the Turin production area. 

The agreed exit program will take place with the activation of a legal procedure of collective dismissal for a maximum of 850 workers e 250 impecats and paintings of Mirafiori and Grugliasco, including the Central Structures of the Turin area.  

The criteria for identifying the workers concerned will be aimed at favoring those who can meet the pension requirements within the maximum period of 2 years of use of the NASpi (the so-called New Employment Insurance Benefit).   

To these workers, after signing a "grave" conciliation report, the company will pay, for the period of stay in Naspi, an incentive of 21.000 euros for the first salary range of 24.500 euros / year and to rise to 38.000 euros for the fourth and highest salary range of over 32.000 euros/year. The stay in Naspi for shorter or intermediate periods in any case provides for the re-proportioning to the effective duration in the same.

In addition, the company, for workers who express a willingness to access theAPE (pension advance) corporate, is available, subject to individual agreement with the worker concerned and subject to delivery by the same of the appropriate documentation certifying possession of the necessary requirements to access theAPE (63 years of age, 20 years of contributions and no more than 3 years and 7 months after the old-age pension), to increase the individual contribution amount accrued by the worker, through the payment to INPS of an amount equal to the contribution envisaged for voluntary continuation according to the provisions in force on the subject. 

The redundancy program must be completed by 31 July 2019 and will allow for less saturation of the working hours of the workers of Mirafiori and Grugliasco, who are currently working part-time under the solidarity contract, and within three years, according to the industrial plan if implemented, it will be possible to achieve full employment in the Turin plants of FCA.
