Enel calls for changes to the EU directive on efficiency

"Recognize what has already been achieved by efficient countries such as Italy": this is what the energy company is asking for with regard to the EU provision, which is accepted with many "ifs" and "buts". The direction is right, says Enel, but some points need to be corrected: here is the platform of its proposals.

Ok to the European energy efficiency directive, but some of its points are wrong, they need to be changed. This was underlined by Enel, which in the Industry Committee of the Senate (where Simone Mori, director of Regulation and the Environment, and Livio Gallo, director of the Infrastructure and Networks division were heard) also made precise proposals. The premise is that Italy is among the most efficient countries in terms of energy "having already realized a significant part of its national potential", as evidenced by the documentation made available to the senators.

In particular, "Italy is very efficient in the energy-intensive industry and in the residential sector", while it suffers from "transport delays". But in general "the policies adopted and the crisis have brought Italy closer to the European objective". And if this is the picture, in terms of primary energy savings then it becomes "unfair to now assign uniform reduction obligations that do not take into account the differences between member states". Established that the European directive goes in the right direction, that energy efficiency is important and has repercussions not only on consumption but also on production activity and on the growth of the sector, however Enel points the finger at some points that need to be corrected.

Meanwhile, where equal criteria and quotas are established for all member countries, Enel proposes to differentiate the quota of energy savings between the states. For example, in terms of saving on utilities, "the directive imposes a 20% increase in the national target, without taking into account the results already achieved by the country and the Italian situation which presents a system with insufficient supply". And Enel also proposes to allow the fulfillment of the obligation through activities in other EU Member States or in other sectors excluded from the directive, such as transport, through the instrument of white certificates at EU level.

Again: provide for adequate recovery mechanisms in the event of an obligation imposed on distributors, eliminate the exemptions for minor operators. Furthermore, Enel proposes to remove the obligation to install steam cogeneration units for district heating as part of the issuance and renewal of authorizations for energy production plants and to develop district heating networks with charges entirely borne by the end user .

Finally, for Enel it would be appropriate to eliminate further interventions on thermoelectric plants in terms of technological standards. In conclusion, for Enel it is a question of “recognizing what has already been achieved by efficient countries such as Italy”.
