Labor law: 1,5 billion to boost employment, incentives for young people

The Council of Ministers has dismissed the decree law on labour: 1,5 billion euros allocated for the relaunch of employment - Incentives for those who hire young people between 18 and 29 years old (but watch out for access conditions) and for over 50s in Aspi regime - Reduced the time for the renewal of fixed-term contracts.

A decree to relaunch employment and, therefore, growth. The Council of Ministers today approved the decree law on labour, which provides for an allocation of approximately 1,5 billion euros. Further measures could be introduced starting from 2014, being able to count on the new European funds. Also in today's session, the executive approved the three-month postponement of the VAT increase, which, therefore, will not start from July XNUMXst.

Incentives for young people. The toughest challenge for the government, in times when youth unemployment has reached dramatic peaks, is to revive employment for the under-30s. To do this, the Labor Decree provides for an incentive of up to a maximum of 650 euros of work for employers who will hire young people between the ages of 18 and 29 on permanent contracts. The relief will be 18 months for new hires and 12 for transformations with permanent contracts. However, the conditions for accessing the incentives will be discussed: the subjects must have been without a regularly paid job for at least 6 months, have no high school or professional diploma, and live alone with one or more dependents.

Resources for the South. Furthermore, the allocation of these resources will be directed above all to the South: 100 million will go to Southern Italy for 2013, 150 for 2014, 150 for 2015 and 100 for 2016. For the other Regions 48 for 2013, 98 for 2014, 98 for 2015, 50 for 2016.

Help for the over 50s. Not just young people. In fact, the Labor Law introduces concessions "on an experimental basis" also for people over 50 who have been unemployed for more than twelve months. In particular, incentives are envisaged for entrepreneurs who hire unemployed workers under the ASPI regime.

Reduced contract renewal times. Great attention, in step with the times, is paid to the legislation relating to fixed-term employment contracts. Therefore, the shortening of the time required to renew contracts when they expire is of paramount importance: the worker will no longer have to wait between 60 and 90 days, as envisaged by the Fornero law, but a period between 10 and 20 days.

On the agenda of the Council of Ministers, in addition to the decree on work and the postponement of VAT, there was also the decree against the overcrowding of prisons proposed by the Minister of Justice Anna Maria Cancellieri, which obtained the go-ahead from the executive. Then, the powers of Josefa Idem, minister for equal opportunities, sport and youth policies who resigned two days ago following the Imu scandal that had overwhelmed her, were redistributed. The delegation for Equal Opportunities will go to the Deputy Minister for Labor Guerra, the delegation for youth policies to the Minister for Integration Kyenge, the delegation on sport to the Minister of Cohesion Del Rio.
