Fuel bill approved by the Chamber of Deputies as diesel prices hit a new all-time high.

The measure will be passed to the Senate for approval by September 27. The text includes advance tax payments for large energy companies, funding for road haulage, and provisions for the former Ilva steelworks. Meanwhile, price increases at the pump continue.

The Assembly did not introduce any further changes, and the framework of the measures remained essentially the same as the three original decrees.

The vote comes as pump prices continue to rise. According to data from the Ministry of Mimit (Ministry of Migration) on September 16, self-service gasoline on the road costs on average 2,132 euros per liter, as diesel reaches new all-time high 2,246 €, above the €2,229 figure of March 17, 2022. On the highway, average prices rise to €2,222 and €2,326 per liter, respectively. And without the excise duty cut, the average price would rise to €2,416. The reduction expires on September 17, but a further extension is expected at the Council of Ministers meeting between this evening and tomorrow.

Energy companies, 39% advance tax

To help cover the excise duty cuts, the Government is intervening on payments from large energy companiesThe mechanism provides for a 39% advance tax on the profits of companies with revenues exceeding 20 billion euros, the distribution of which has been approved in the 2025 financial year.

The measure anticipates the payment of withholding taxes and substitute taxesThe text, revised by a sub-amendment from the rapporteur Marco Osnato of Fratelli d'Italia, limits the payment to profits whose distribution was decided before the entry into force of the law and whose payment is expected after 31 December 2026. In exchange for the advance payment, a tax credit of the same amount, to be used at the time of actual payment of profits to reduce the withholding and substitute taxes due.

If the actual withdrawal is less than the advance amount, the difference will be immediately available for offsetting, without the standard annual limits, or refundable upon request. Otherwise, the additional amount must be paid according to the standard procedures. A decree from the Ministry of Economy and Finance will define the implementation rules, including the exchange of information between companies, intermediaries, and centralized depositories.

Road transport, total resources at 413,6 million

The measure also strengthens support for road haulage companiesThe Government amendment that merged the three decrees added 11,4 million euro to the incentives intended for the sector.

The endowment was then further increased with the decree of September 10, distinct from the text just approved by the Chamber. Taking into account this subsequent intervention, the overall resources for companies in the sector amount to 413,6 million euro.

Former Ilva: State reimbursements are a priority and the State has granted an Environmental Authorization (AIA).

Among the provisions amended by the commission are those regarding the repayment of public funding by the commissioners of the Ilva Group and the Acciaierie d'Italia Group under extraordinary administration. The text establishes that the repayment takes place "in prededuction" and "with priority over any other credit under the respective extraordinary administration procedures." This priority also applies to credits secured by pledges, mortgages, or other guarantees, derogating from the ordinary provisions of the Corporate Crisis and Insolvency Code.

The exception concerns work credits, which will continue to be satisfied before the funding is repaid to the State. The exemption from criminal, administrative, and civil liability for the commissioners' conduct in implementing the Environmental Plan is also confirmed. A final provision addresses the integrated environmental authorization. Plants declared to be of national strategic interest "are subject to an Environmental Authorization at the state level," thus assigning jurisdiction to the State.
