From the revaluation of pensions to the cut in the contribution wedge, from the extension of the 200 euro bonus to discounts on bills up to the extension of the cut in excise duties on fuel. And not only that: a law saves Ilva that allows Invitalia to increase the capital in Acciaierie d'Italia up to 1 billion. These are just some of the important measures contained in the Aid decree bis approved today by the Council of Ministers, the last piece of the puzzle designed by the Draghi government. A provision with a scope of “15 billion and two more of additional measures, 17 billion which add to the 35 already approved. It is worth more than 2 percentage points of GDP”, as the Prime Minister underlined Mario Draghi at a press conference after the approval of the decree, emphasizing that there will be no budget deviation for these resources. The reform was also approved criminal justice.

“The support we give to families serves to protect the recovery in the face of a worsening international situation and also political uncertainty. There are clouds on the horizon for the energy crisis and the price of gas, the forecasts are worrying. But in 2022 Italy will grow more than Germany, France and the United States”, concluded the Italian premier.

Here are the main measures envisaged by the Aid bis decree.

Pensions: 2% revaluation brought forward in October

The revaluation of 2% of pensions starting from 2.692 October, including the thirteenth, and the advance of the adjustment are on the way. The increase is recognised, until the maximum amount of 2,38 euros is reached. The cost to the State is XNUMX billion.

Capital increase of 1 billion to save the former Ilva

Among the novelties of the decree also come the resources "save Acciaierie d'Italia". Invitalia is authorized to subscribe to capital increases or various instruments, in any case suitable for capital strengthening, including in the form of shareholder loans for capital increases, up to 1 billion euros. 

Tax wedge: cut of one point up to 35 thousand euros

The tax wedge is cut by another point for incomes up to 35 euros, i.e. the population already involved in the 0,8-point contribution reduction envisaged by the Budget law. The new measure, retroactive from July, is worth 786 million in 2022 and 831 million in 2023, for a total of 1,6 billion.

Bonus extension of 200 euros

The Aid bis decree then provides for the extension of the 200 euro bonus, which will also be attributed to workers excluded so far: seasonal workers, redundant workers with zero hours and sports collaborators.

Cut excise duties on petrol and diesel

The cut in excise duties on fuel is extended by one month, until 20 September 2022. This is the fifth extension since March when the Draghi government introduced "a discount" of 30 cents on petrol, diesel, LPG and methane for motor vehicles, for curb price increases. In detail, for fuel, the cut is 25 cents plus VAT at 22% and the impact of the measure is estimated at 1,042 billion euros.

The fund for the self-employed

Added 100 million to the Fund to support the purchasing power of self-employed workers, the endowment of which thus rises to 600 million euros.

Calculation of extra profits

The taxable base, to which the 25% levy applies, is made up of the increase in the balance between assets and liabilities, from 1 October 2021 to 30 April 2022. If less than 5 thousand euros, or a delta of 10%, no payment is due.

Bill bonus: from new discounts to the stop to increases in electricity and gas

The funds rise to 5 billion from the approximately 3 of the previous decree to allow for a greater discount, thus also responding to the recent alarm from the Arera on the risk of new increases. The tax concessions will also be confirmed for the fourth quarter of 2022 electricity and gas bills recognized to customers in disadvantaged economic conditions and in serious health conditions. For them, starting from January 2023, the supply of gas will reflect "the actual cost of procurement on the wholesale market". The bills may also be part of the corporate welfare measures.

Energy contracts: stop to unilateral exchange

Also envisaged is the suspension until 31 October of the unilateral changes to the electricity and natural gas supply contracts by the supplier companies.

Psychologist bonus and refinanced transport bonus

The psychologist bonus and the transport bonus (inserted in the previous aid decree) are refinanced. In particular, for the second (intended for public transport season tickets) 101 million more are allocated, from the original 79 million.

Areas of strategic interest

It will be possible to establish, by decree of the President of the Council of Ministers, "areas of national strategic interest" for the implementation of plans or programs that envisage public or private investments, even cumulatively equal to an amount of no less than 400 million euros "relating to the sectors considered to be of strategic importance".

State of emergency drought also preventive

Among the interventions included in the Aid Decree are also some measures to combat drought. The state of emergency due to drought can in fact also be declared in advance "if, on the basis of the information and data, including climatological ones, available and the analyzes produced by the district basin authorities and by the competent centres, it is possible to predict that the current scenario may evolve into an emergency condition”.

For "expert professors" 5.650 euros more

The figure of the "expert teacher" is born, who will earn an extra 5.650 euros in the form of an "annual ad personam allowance". There will be no more than 8 "expert" professors and they will be selected from tenured professors who "have achieved a positive evaluation in passing three consecutive and non-overlapping training courses". An accessory "one-off" payment is foreseen to be established with contracts between "10 and 20%" for those who complete a three-year course.
