From the INPS to the Cnr: rain of public appointments in 6 months

While on the one hand there is an attempt to cut, consolidate, review spending, remodel the provinces, eliminate bodies considered useless or superfluous, on the other hand, appointments and postponements continue to be made in various institutions and public bodies. There were 42 in all from December to May. The Parks and the Port Authorities are the masters. But to keep them company also Isfol, the Venice Biennale, Invalsi, Cra, Ingv, Siae and so on.

We try to enter this dense vegetation. Let's start with the INPS: in December, with a decree law, the mandate of the president, Antonio Mastrapasqua, was extended until the end of 2014. Then it was the turn of the Venice Biennale: in one fell swoop, president and members of the board of directors were appointed : in total, five people. Gennaro Ferrara, a member of the Board of Directors, was appointed to the Cnr by decree of the Minister of Education. Then there is the scientific research consortium of Trieste: a member of the Board of Directors, Roberto Della Marina, has been appointed. In both cases the mandate is four years. At Isfol, the new extraordinary commissioner in the person of Matilde Mancini has been appointed. And then the Majella Park Authority: the extraordinary commissioner is confirmed and extended for another 3 months. So only in December, between appointments and confirmations, we reach 10.

With the new year, a sudden halt: in January only two appointments. The presidency of Luigi Merlo, already appointed president in 2008, is confirmed at the port authority of Genoa, for a four-year term. The commissioner, Cesare Veronico, is appointed at the Alta Murgia park authority, pending that the procedure for his appointment as president is completed.

But already in February the confirmations of assignments and the new appointments catch their breath. The port authorities are highlighted: the president (Galliano Di Marco) is appointed in Ravenna, the commissioners are appointed in Messina and Marina di Carrara (for 6 months: Dario Lo Bosco and Dario Buzzelli). Then there is the CRA, or the Council for research and experimentation in agriculture: the president, Giuseppe Alonzo, is appointed on the proposal of the Minister of Agricultural Policies. And again, the commissioner Antonio Granara, whose office had already been extended several times since February 2009, was extended for three months at the geo-mining, historical and environmental park of Sardinia.

Then the Ordine Mauriziano Foundation, a body envisaged by the Constitution as a hospital institution: the commissioner and deputy commissioner, respectively Giovanni Zanetti and Cristiana Maccagno, were extended for one year. Then again the Cnr: this time it is the appointment of the president, Luigi Nicolais. Then the array of park authorities, with the appointment of extraordinary commissioners for the Alta Murgia and Gargano parks, and the extension for those of the Lucano-Val d'Agri and Cinque Terre Apennines. In total, 11 more nominations.

The same the following month. In detail: the president of ACI (Angelo Sticchi Damiani), the presidents of the Park Authority of Alta Murgia, Gargano, the Tuscan-Emilian Apennines (with a five-year mandate), the president of Ing (i.e. of the of geophysics and ulcanology) Stefano Gresta, the president of the Consortium for scientific and technological research of Trieste Adriano De Maio. And then the extensions: by the extraordinary commissioner of Inail until the end of July of this year, by the extraordinary commissioner of SIAE, Gian Luigi Rondi and the two sub-commissioners, by the commissioner of the Val d'Agri park.

In April, a new commissioner at INVALSI, the institute for the evaluation of the education and training system, and new commissioners also at the park of the Cinque Terre and that of the Tuscan archipelago. At Enit, on the other hand, the new president, Pier Luigi Celli, is being appointed for a three-year term.

The picture is completed in May by the appointment of the president of Inail, Massimo De Felice, of a member of the board of directors of Ingv, the extension of the extraordinary commissioner to the aforementioned Geomining Park of Sardinia. Then there is the Rai chapter, but the renewal of the board of directors is another recently concluded story.
