Justice reform and Unblock Italy. According to forecasts, the Council of Ministers ended, which today put on the table, at Palazzo Chigi, the full reform of justice which, as announced by Minister Andrea Orlando, involves not only civil justice, but also the criminal part in its entirety , including interceptions, and the Sblocca-Italia decree, which aims to restart the country's economy with construction sites, public works and digitization (10 billion investments in all and rules equal to those in force in Europe starting from the Code of contracts).

On the other hand, the announced measures on schools remained off the agenda, which were postponed until Wednesday. As for the premier, however, Matteo Renzi is expected tomorrow at an important European Council: the thorniest questions concern the sanctions to be imposed on Russia for the invasion of Ukraine and the appointments, such as the increasingly probable one of Federica Mogherini as High Representative for EU foreign and security policy.

JUSTICE – The inclusion of the penal package was the last-minute surprise. The council of ministers approved a decree and 5 bills. The decree concerns the elimination and halving of the backlog of civil proceedings, while the bills focus on measures aimed at strengthening the fight against organized crime and illicit assets, the reform of the civil liability of magistrates ("Whoever makes a mistake pays" ), the delegation to the Government for the efficiency of the civil trial, another delegation to the executive for the reform of the honorary judiciary and the justices of the peace, the delegation for the reform of Book XI of the code of penal procedure (which concerns extraditions ) and the changes to the rules for the strengthening of the defense guarantees and the reasonable duration of the trials. even with a penalty package. 

In the penal package, the new rules for prescriptions, for wiretapping and for the reinstatement of the crime of false accounting that the first Berlusconi government had abolished stand out. It is no coincidence that, on the subject of justice, a joke by Renzi who, on Twitter, dismisses the shadow of a new Pact of the Nazarene: "Forza Italia will vote against".

UNLOCK-ITALY. As regards the Unblock-Italy decree, on the other hand, there are many measures approved by the Government to stimulate the Italian economy, which has plunged into deflation for the first time since 1959. The first objective of the decree is precisely to unblock all those major works which, despite having already been financed, are at a standstill due to bureaucratic obstacles of various kinds but are already ready for construction.

Among the other measures contained in the decree are those on investments in the motorway network, on airports and on the tax exemption of investments in infrastructure through project financing. The most important issue, that of coverage, was resolved by resorting to unused funds. In all, investments of 10 billion euros will be activated in 12 months.
