Slow public tenders: over 88 thousand places still to be assigned for those banned between 2019 and 2021

On 55 competitions banned in Italy between 2019 and last year, 30 have concluded and 25 are still ongoing. The division of jobs, however, is not equally balanced: of the 103 jobs put out for tenders, only 14.500 have been assigned, while more than 88 thousand, mostly in the school, they are still vacant. The data is contained in the "Public Work 2022" research carried out by Fpa, a company of the Digital360 Group, and presented on Tuesday at the opening of the Forum Pa 2022 "The country that restarts", an event scheduled from 14 to 17 June at the Auditorium della Tecnica congress center in Rome.

1,3 million young people would be needed by 2028

The analysis also shows that the State should assume in six years almost 1,3 million people with an average age of 28 years to achieve the goal set by the Minister of Public Administration, Renato Brunetta, which aims to reach "2028 million civil servants with an average age of 4 and adequate skills" by 44. A difficult road to travel, given the slowness with which public competitions are still held in Italy today.

The average times of public tenders from 2019 to today

In truth, there has been an acceleration in recent years: on average, if we only consider them completed competitions, the days needed have dropped from 674 for the 2019 calls to 423 for the 2020 calls, even dropping to 141 for the competitions launched last year.

The scenario however is much more daunting for competitions still open: an average of 1.021 days have passed since the publication of the 4 2019 procedures still in progress, 713 for the six in 2020 and 248 for the 15 tenders announced in 2021 and still not concluded.

But public tenders for the Pnrr work better

However, there is a recruitment campaign that has gathered large numbers of people and is respecting the timetable, bringing qualified young people into the public sector. It's the one for the professionals of Pnrr, for which 2021 applications were received in 160 alone and they are already over 15 fixed-term contracts carried out, summing up processes carried out, concluded and in progress. A share exceeding 50% of the forecast total, which indicates compliance with the timing set by 2023.
