Bill bonus: new support for low-income families could come in the Aiuti Ter decree

The government studies a new bill bonuses to help less well-off families in view of an autumn that promises to be complicated. The novelty, which has emerged in the last few hours, could be inserted in the Aid Ter decree, the new provision to which the Council of Ministers will give the go-ahead this morning. The idea would be to replicate the bill bonus mechanism given in July to workers and the unemployed with incomes below €35. The amount, however, should be lower: from 200 euros two months ago it should go down around 100. The details, also with reference to the audience of beneficiaries, will only be understood this morning.

Bill bonus: the problem of financial coverage

However, there is no certainty: to include the new bill bonus in the Aiuti Ter decree, in fact, the government would have to find financial coverage by deleting from the provision another measure designed to help families, i.e. extension – with the raising of the Isee ceiling from 12 to 15 euros – of the social bonus which eliminates the increases in the bill.

Ter Aid Decree: the financial endowment

Meanwhile, yesterday the House unanimously approved the report authorizing the government to use 6,2 billion in increased revenue tax authorities to finance the Aiuti Ter decree. To these resources will be added other savings and funds from unused tax credits of various types. In this way, the financial envelope of the package of measures would arrive at 13,5 billion euros, but it could rise further if the government decides in extremis to increase the tax on extra profits, the levy on energy-producing companies which has so far not brought in the estimated revenues.

The other measures of the Aiuti Ter decree

As for the other interventions, the Aiuti Ter decree should contain money for Health, Local societies, sports and, on a proposal from Minister Andrea Orlando, funds for the third sector. A new one is also planned business support with further installments of bills and the extension and strengthening of energy tax credits until the end of the year, including for small businesses with a 4,5 kw meter.
