The patrol of tax relief for hiring companies is strengthened. The bonus system has been in force for some years now and – although it hasn't worked miracles on the unemployment front, which is still very high among young people – it has received signs of appreciation from the business world. Because of this the latest budget law not only does it extend the concessions launched in recent years, but it also provides for some innovations.

THE NEW RECRUITMENT BONUS FOR SMALL BUSINESSES

First of all, paragraph 9 of the manoeuvre introduces a 100% contribution relief for companies with up to 9 employees. The bonus is valid for recruitments made in 2020 with first level apprenticeship contracts (i.e. those for professional qualification and diploma, upper secondary education diploma and higher technical specialization certificate). The incentive lasts three years, after which the 10% contribution rate is applied.

INCENTIVES FOR FEMALE ATHLETES…

Another novelty is the 100% three-year tax exemption, up to a ceiling of 8 euros, for women's sports clubs that hire female athletes.

…AND UNDER-40 FARMERS

Full relief also for farmers under the age of 40 who enroll in agricultural insurance. In this case, however, the relief lasts only two years.

THE OLD BONUS FOR UNDER 30 STILL IN FORCE

Then there is the second type of apprenticeship, the professionalizing one: introduced with the 2018 maneuver, it is today the most used. The bonuses concern the permanent hiring of young people between the ages of 15 and 29, according to the following scheme:

  • if the company has more than 9 employees, the contribution rate for the three-year period is 10%;
  • under 9 employees, the rate is 1,5% the first year, 3% the second year and 10% from the third year.

RECRUITMENT BONUS FOR UNDER 35s

The recruitment bonus for the under 35s lasts for a maximum of three years and provides for a relief equal to 50% of the contributions paid by the company, up to a maximum of 3 thousand euros per year. The incentive is also available on fixed-term contracts converted into open-ended contracts.

Furthermore, the bonus is strengthened in the South. Companies in the South that hire a worker under the age of 35 on a permanent basis see their social security contributions canceled for 12 months, up to a maximum of 8.060 euros. After the first year, the bonus becomes the same as that envisaged for the rest of the country.

RELIEF FOR GRADUATES WITH 110 AND LODE

A particular case is that which concerns graduates with honors between 110 January 2018 and 30 June 2019: the companies that hire them benefit from a tax relief of up to 8 thousand euros for a maximum of 12 months. The measure is also extended to those who, in the same period, obtained a research doctorate before the age of 35.

FEMALE AND UNEMPLOYED EMPLOYMENT BONUS

A contribution bonus of 6% is envisaged for those who hire a woman who has not been employed for at least 50 months in the South or an unemployed person for at least a year (regardless of gender and origin). The duration is 12 months for temporary contracts and 18 months for permanent ones.

Furthermore, companies with fewer than 20 employees who hire to replace workers on leave are entitled to a 50% contribution relief until the employee's child reaches one year of age.

BONUS RECRUITMENT OF NASPI PERCEPTORS

On the hiring of workers who receive Naspi, companies are entitled to an incentive equal to 20% of the monthly unemployment benefit not yet paid.

BONUS FOR RECRUITMENT OF WORKERS IN CIGS

Finally, for companies that hire Cigs workers who receive the redeployment allowance, a 18% contribution relief is provided for 50 months up to a maximum of 4.030 euros. On other workers in Cigs for at least three months the bonus is 10% and lasts one year.
