The Government has renewed a series of bonuses for 2023 as well, some with important changes, others added from scratch. From the bill bonus to the internet bonus, here's what they are

Bonus bills, for groceries and furniture, but also for the Internet and the shopping card. With the Maneuver, landed in the Senate, the Meloni government has provided for various discounts and incentives in view of 2023. All of them aim to support the economically weak sections of the population. Most of these have been renovated, some with major changes, while others have been added from scratch, but there are others bonus which they will not be renewed for the 2023, such as the transport bonus, the façade bonus and the TV and decoder bonus. Let's see what are the main bonuses planned for 2023 and what are the requirements to obtain them.

Bill bonus: ISEE threshold extended to 15 thousand euros

For light and gas social bonus, i.e. the discount on the bill for families in conditions of physical and economic hardship, is expected for the first quarter of the new year (therefore during the coldest months), a further extension of the ISEE limit: from 12 thousand to 15 thousand euros (which had already been raised from 8.265 to 12 thousand euros since April). While the limit of 20 thousand euros for families with four or more dependent children has remained unchanged.

The social bonus for bills is paid simply by presenting the ISEE certificate. Among the beneficiaries of the discount in the bill there are also the recipients of income or citizenship pension and families with people suffering from pathologies that require the use of electromedical devices: this is the only case in which it will be necessary to submit an application.

App18 for one more year, from 2024 it will double

For those who will turn 18 in 2023, the App18 is confirmed, the culture bonus from 500 euros for the purchase of books, cinema tickets, concerts, theater or dance performances, cultural events. Since 2024, however, the App18 has split into two: each of 500 euros, which will be based one on income and one on merit, without being cumulative. 

The "Youth Culture Charter” will be recognized to residents of the national territory who are part of households with ISEE up to 35 thousand euros and will be assigned and usable in the year following that of turning 18, while the “Card of merit” will be attributed to those who will have graduated with 100 in the final exams.

Internet bonuses

Aimed at professionals with a VAT number, micro-enterprises and SMEs, the bonus includes contributions from 300 to 2.500 euros for internet subscriptions ultrafast. The interventions are financed using state resources from the 2014-2020 Development and Cohesion Fund through four different types of coupons ranging between 300 and 2500 euros depending on the maximum download speed guaranteed.

Mobile bonuses

The remains unchanged in 2023 as well mobile bonus: the 50% deduction for the purchase of furniture and energy-saving appliances. But the spending limit for 2023 drops from 10 thousand to 8 thousand euros: it means that the maximum deduction for next year goes from 2.500 euros to 4 thousand euros.

Those who want to use it must provide proof of having paid for what they have purchased, it is therefore necessary to have invoices or receipts.

Home bonus for young people

A facility designed for i young people under 36 with Isee up to 40 thousand euros who are buying their first home for the whole of 2023. They provide for exemptions from mortgage, cadastral and registration taxes, as well as facilitations for accessing a mortgage and a tax credit for purchases subject to VAT.

Green homes, 50% VAT deduction

Among the other novelties stands out the bonus for the purchase of green homes or rather to favor the recovery of the real estate market. Anyone who buys green houses for residential use with high energy efficiency (in class A and B) directly from construction companies by 31 December 2023 will be able to take advantage of a 50% deduction on the VAT due on the purchase price. The deduction is divided into 10 installments in the year in which the expenses were incurred and in the nine subsequent tax periods.

Super bonus 110%

One of the most debated measures. After a succession of hypotheses, the Super bonus has taken on a new "skin" before seeing the sunset: the contribution for 2023 will drop to 90% and will also be accessible to owners of individual homes, provided they have an income of less than 15 thousand euros per year (up depending on the number of family members) and that work is carried out on the first house.

Architectural barriers bonus

The executive has extended it to the whole of 2025. It is a deduction of 75% of the supported (and documented) expenses in order to remove the architectural barriers in the common areas of the condominium and for the installation or replacement of systems suitable for the removal of barriers, the latter also involving works carried out in single-family houses. It must be divided among those entitled in 5 equal annual installments.

The facilitation can be used in the form of a tax credit, invoice discount or credit transfer.

However, there is a stake: for the resolutions of the works in the condominium assembly, a majority is required that represents one third of the thousandth value of the building

Psychologist bonus: it rises to 1.500 euros

The amount of the measure dedicated to the expenses of psychological assistance goes up, but funds decrease. For 2023, the funds allocated are 5 million euros and increase to 8 million euros "starting from 2024". The Isee ceiling is confirmed at 50 thousand euros and INPS will always draw up the list of beneficiaries. The psychologist bonus is applicable up to a threshold of 50 euros per session.

The "food income": the experimentation is underway

Absolutely new is the food income, an experimental fund dedicated “to people in conditions of absolute poverty”. The funds are quite tight: 1,5 million in 2023 and 2 million in 2024. The goal is to provide these subjects with "food parcels made with unsold food distribution, to be booked using an application and collected at one of the distribution or receiving in the case of fragile categories". A decree from the Ministry of Labour, within 60 days of the approval of the manoeuvre, will define the implementation methods and the third sector bodies that will be involved in the experimentation.

Single allowance for families

The monthly support provided to households with an income of less than 40 euros was significantly. The Government has increased by 50% thesingle check for the first year of life of the children for all those entitled, for the first three years for families with three or more dependent children. In addition, the government has instituted a 100 euro bonus for twins up to the age of three. For those with disabled adult children, the increase is continuous.

The "Savings Card" for shopping

In addition to the increase in the single allowance and parental leave which rises from 30 to 80%, which can also be used by fathers, for a maximum of one month up to the child's sixth year of life, the maneuver provides for a "Spending Savings Card", managed by the Municipalities of residence for families with incomes of up to 15 thousand euros. The measure can count on a budget of 500 million euro. The bonus will take the form of a sort of "shopping vouchers" to be used at the points of sale participating in the initiative.
