Cuttingagricultural income tax biennial, criminal shield for doctors valid for the whole of 2024, new six-monthly postponement for the payment of fines for no vax and 6 month extension of tax breaks for the third sector. These are some of the new features that have arrived in the last few hours Milleproroghe decree currently being examined by the Budget and Constitutional Affairs commissions. The text will arrive in the chamber tomorrow morning, Thursday 15 February and, as expected, will be subjected to a vote of confidence. Time is running out, given that the measure will also have to be discussed and approved in the Senate by the end of the month.
Cutting agricultural income tax: this is what the amendment provides
Overnight, the government's amendment on the cut in agricultural income tax for two years. The law exempts agricultural and domain incomes up to € 10.000 and reduces the amount you pay for those by 50%. between the 10.000 and the 15.000 euro. However, the Democratic Party's amendment which provided for total exemption from Irpef was rejected.
Milleproroghe: criminal shield for doctors active throughout 2024
Important news also for doctors. After the internal agreement of the majority, the reformulation of amendments to the Milleproroghe Decree approved in the night session of the commissions established that the so-called criminal shield for doctors introduced during the Covid emergency will be valid throughout 2024. Based on what has been established, therefore, the limitation of punishment to only cases of gross negligence, i.e. those which have led to death or personal injury due to negligence, in the exercise of a healthcare profession will apply until 31 December 2024.
But the one on the criminal shield is not the only news that has arrived in the last few hours. In fact, the Democratic Party's amendment was approved tonight which postpones by one year the entry into force of the Regulation of the Ministry of Health which governsand transfusion activity by graduates in medicine and surgery, in bodies and associations that carry out non-profit blood and blood product collection activities. “With this amendment – explains the deputy of the Democratic Party, Ilenia Malavasi – a very serious situation which made it impossible for the residents to activate employment contracts within blood plasma collection centers".
Milleproroghe: 6-month postponement for the payment of fines for anti-vaxxers
It has been extended by 6 months, until 31 December 2024, the stop of fines for those who violated the obligation to vaccinate for Covid. A rule presented by the Northern League member Alberto Bagnai which caused strong tension during the night session, also leading to a brief suspension of the session.
Milleproroghe: 6-month extension for tax breaks for the third sector
Extension until 1 January 2025 of tax breaks and simplifications for the benefit of the Third Sector. Without the green light for this amendment to the Milleproroghe, the measure would have expired on 1 July 2024.
The other amendments approved
The resources financed for the psychologist bonus they rise from 8 to 10 million. Green light also given to the amendment "which protects the information pluralism securing contributions for Radio Radicale and for cooperative newspapers, such as the Manifesto", announces Marco Grimaldi (Avs).
“Our amendment to the Milleproroghe decree with which it comes was approved in the Commission the date of contractual renewals has been postponed from April 30th to December 31st this year. “In fact, companies would have risked not being able to extend or renew fixed-term contracts beyond 12 months, with a negative impact on employment”, explains in a note the Lega deputy and vice-president of the Labor Commission Tiziana Nisini, the first signatory of the amendment .
Green light also given to the amendment which provides for the allocation of 10 million euros for this year for the Fund to fight eating disorders.
The political controversy
The night session was anything but peaceful, so much so at one point the 5 Star Movement has decided to abandon the work: “Let's leave the work of the commission, we will not be complicit”, explained the deputies of the Movement at the resumption of a session full of tension.
“We had to abandon the work because the government and the majority did not approve any of the amendments presented by the Movement – explains Alfonso Colucci, M5S group leader in the Constitutional Affairs commission -. We had presented important ones, such as the one to restore mortgage subsidies for under 36s and disadvantaged families, the one on eating disorders, or the one to review the tax on banks' extra profits with devolution to social initiatives. We were expected to quickly vote on 15 or 17 reformulated amendments among which no M5S proposals appeared, and so we decided not to continue with this useless vote."
The comment of the writer is also very harsh deputy IV, Luigi Marattin which speaks of a “night souk” where “each party almost always gets something”. For Marattin "it is normal that in a mess of this kind measures are then approved without the necessary coverage (which the Accounting Office then, in the following days, 'sends back to commission' for the necessary modifications) or rules that have nothing to do with the content of the decree, the contents of which must be homogeneous".
