Local taxes: 7 billion more between 2013 and 2015

According to an analysis by Uil, last year the increase for the Imu/Tasi on properties other than the first home was 8,4% compared to 2013, while the regional income tax rose by 11,8% , the municipal one of 11,7% and the Tari of 7,3% – Also this year possible increases by the Regions.

Local taxes: 7 billion more between 2013 and 2015

Between 2013 and 2015 the weight of the local tax authorities increased by 7 billion euros (+16,7%). Only between 2014 and 2015, the increase in taxes and fees of Municipalities and Regions was 2,5 billion (+5,5%). Also last year, the sum of additional regional and municipal personal income tax, Imu, Tasi and waste tariffs brought 49 billion euros into the coffers of local authorities, against 42 in 2013 and 46,5 in 2014. This is what emerges from an analysis by the Territorial Policies Service of the Uil.

IMU, TASI, ADDITIONAL IRPEF AND TARI: THE ABSOLUTE VALUES

Guglielmo Loy, Uil confederal secretary, claims that – in absolute terms – in 2015 the Imu/Tasi for properties other than first homes produced revenues of 19,8 billion euros. As for the Tasi on the first house, the bill was 3,7 billion euros, for the regional Irpef surtaxes 12,8 billion, for the municipal Irpef 4,5 billion euros and for the waste tax 8,2, XNUMX billion euros.

In terms of variation, on the other hand, the increase for the Imu/Tasi on properties other than the first home was 8,4% compared to 2013 (1,5 billion euros), while the regional income tax rose by 11,8% (1,4 billion euros), the municipal one of 11,7% (469 million euros) and the Tari of 7,3% (556 million euros).

A separate discussion is that of the Tasi on the first home (which no longer exists this year): in 2013 the mini IMU was paid (40% of the difference between the rate increase approved on the base rate) and the was 625 million euros. The increase between 2014 and 2015 was 6,2% (220 million euros more).

In the last year, the sample family (single income of 24 euros, with an 80 m1.969 house and another building) paid an average of 308 euros in local taxes, with an increase of 2013 euros between 2015 and 83 and of 2014 euros between 2015 and 937. In particular, for the Imu/Tasi for properties other than the first home, the average outlay was 72 euros (+ 2 euros in 1.386 years), with peaks of 1.220 euros per Rome, 1.154 in Milan and XNUMX in Bologna.

For Tasi on first homes, the average disbursement was 191 euros per capita with peaks of 403 euros in Turin, 391 euros in Rome and 356 euros in Siena. The payment of regional income tax surtaxes in 2015 was an average of 389 euros per capita (+ 27 euros in 2 years), with peaks of 535 euros in the cities of Molise, 511 euros in the cities of Piedmont, 487 euros in the cities of Campania. The municipal Irpef surtaxes have eroded income by 156 euros per capita (+ 28 euros in 2 years), with peaks of 216 euros in Rome.

For the waste tariff, the average cost in 2015 was 296 euros per capita (+ 23 euros in 2 years), with peaks of 462 euros in Salerno, 454 euros in Benevento, 450 euros in Cagliari and Grosseto. The data relating to individual cities, continues Loy, sees Rome in the lead where between Imu, Tasi, regional and municipal income tax and Tari, the average outlay in 2015 was 2.726 euros per capita; in Naples of 2.576 euros; in Turin of 2.458 euros; in Milan of 2.422 euros; in Benevento of 2.307 euros; in Bologna of 2.279 euros; in Genoa of 2.209 euros; in Salerno of 2.130 euros; in Grosseto of 2.106 euros; in Avellino of 2.077 euros.

Ultimately, comments Loy, if between 2013 and 2015 at a national level for 10 million taxpayers the tax burden decreased thanks to the 80 euros, the same cannot be said of the other 30 million taxpayers, including 10 million employees and 15 million retirees. In fact, for the latter, the tax burden due to local tax increases increased by 18,5%, further eroding paychecks and pension slips.

Certainly, continues Loy, for 2016 there will be some benefits due, above all, to the elimination of taxes on first homes, but the blocking of regional and local tax increases decided with the latest Stability law does not authorize us to "be calm" . Firstly, because increases in the Tari and local tariffs (nursery schools, school canteens, hospitalization fees, etc.) are excluded from the blockade and secondly because the Regions, grappling with more or less intense recovery plans, from health deficits (Sicily, Abruzzo, Campania, Molise, Lazio, Piedmont, Puglia) could revise the regional income tax rates upwards.
