Tariffs, Telecom reacts to Agcom

The company "reserves the right to take any suitable action to protect its interests" after the Authority confirmed the tariffs on unbundling - i.e. the last mile of the Telecom network - and on the bitstream, "deeming its assessment of the cost of capital to be correct ”.

"Telecom Italia, in acknowledging the decision of the Communications Authority to confirm the proposal to reduce the economic conditions of the 2013 offer of copper network access services, despite the precise findings formulated in the recommendation of the European Commission, reserves any suitable action to protect its interests". This is the reaction of the TLC group to Agcom's latest move.

Yesterday the Authority, "taking the utmost account of the Commission's recommendations and in the belief that it had operated in full compliance with the current European framework", confirmed the tariffs on unbundling - i.e. the last mile of the Telecom network - and on the bitstream , "believing its assessment of the cost of capital to be correct". 

The reductions in the LLU (unbundling) fee from 2013 to 9,28 euros per month and the bitstream fee (broadband access services) from 8,68 to 19,50 euros per month are therefore confirmed for 15,14 . The approval by the council chaired by Angelo Cardani took place unanimously, at the conclusion of a process which saw a first phase of national consultation and a second phase of community consultation, following the notification of the draft measures approved by the council on 11 July 2013.

The European Commission had launched a three-month study phase, raising a series of doubts in relation to certain procedural and substantive aspects (in particular, in terms of the cost of capital recognized to Telecom Italia, the so-called WACC). At the end of this phase, during which the Berec - which brings together all the national authorities - had instead expressed a positive opinion on the Agcom measures, the Commission, on 12 December last, adopted a recommendation asking the Authority to reconsider its decisions, with particular reference to the calculation of the cost of capital.
