State: from hiring to meal vouchers, the news of the Ddl concreteness

In the "concreteness" bill approved Thursday by the Council of Ministers there are not only fingerprints - Here's how the release of the turnover will work, what are the rules for the stabilization of precarious workers, what the "concreteness nucleus will do and what is established for meal vouchers.

Unblock the turnover in the Public Administration and finally allow to hire, exacerbate the fight against absenteeism through fingerprinting, set up a task force that indicates the straight path towards efficiency and remedying the inefficiencies on meal vouchers.

The "concreteness bill" has arrived for the state governments, provision that received the preliminary go-ahead from the Council of Ministers on 13 September. The text will now be sent to the Privacy Guarantor and to the Joint Conference. Its purpose, according to what was announced by the Minister of the Pa, Giulia Bongiorno, is to allow the administrations to "start running" and implement the "digital transformation" that has been awaited for years. Will he really succeed?

There are a total of 5 measures contained in the bill approved yesterday by the Government, six also considering the article that establishes the application of the new rules to the Autonomous Regions. The intention seems to be to support it in the budget maneuver to speed up the process of definitive conversion into law. Inside there will be no revolution, as specified by Bongiorno during the press conference following the CDM, but targeted and precise measures. The news for the state, however, is not insignificant. Let's see them one by one.

ABSENTEEISM: HOW FINGERPRINTS WILL WORK

Technically we speak of "biometric identification and video surveillance system to detect attendance and respect for working hours". On a practical level, fingerprints should replace name tags. No one will therefore have the possibility to ask their colleague the "please" to stamp instead of him.

However, to be implemented, the novelty will need an affixed Dpcm which will have to be drawn up together with the Privacy Guarantor in order to prevent any type of controversy on the issue (already raised, among other things, by the unions).

RECRUITMENT: HOW TURNOVER RELEASE WORKS

One of the most interesting "chapters" of the bill concerns the unblocking of the generalized turnover at 100%. “There is no information – Bongiorno explained – but a good quality generational change with young people who have the missing professionalism. From those in support of digitization, to justice personnel. From specialists in the use of European funds to engineers expert in management control, to technical personnel”. The possibility is therefore envisaged of hiring permanent employees in an amount equal to 100% of the personnel who left the service in the previous year, however giving a preferential lane to the professionals listed by the minister.

As far as the operating mechanism is concerned, 80% of the envisaged hirings are expected to be released immediately. Translated, the administration should hire through competitions "announced as an exception to the current legislation on mobility and without the need for prior authorization".

THE NEWS FOR THE PRECARIOUS OF THE PA

Alongside the unblocking of the turnover, there will also be room for the stabilization of 50 precarious workers in three years already started by the previous government with the Madia reform. As Il explains Sun 24 Hours, the "Ddl, with a rule of authentic interpretation, provides for the adjustment of the funds destined for the ancillary economic treatment of personnel based on the number of new hires".

CONCRETENESS CORE: WHAT IT IS AND WHAT IT DOES

The provision provides for the creation of a task force composed of 53 experts and called the "concrete core". Its purpose will be to carry out inspections in the various administrations and help them to implement efficiency by proposing corrective measures and giving well-defined timescales.

Be careful though. Failure to implement the "corrections" proposed by the unit within the established timescales and in the due manner "gives managerial and disciplinary responsibility of the managers and the registration of the administration on a special black list", reads the text which, however, does not specify what will be the consequences.

NEWS ON MEAL VOUCHERS

As far as meal vouchers are concerned, the bill intends to solve the problems that arose in the past months with the bankruptcy of the Qui! group. It is therefore expected to remedy inefficiencies and arrears. The Public Administrations will be able to request the return of the vouchers to the staff and their replacement.
