Startups, incentives extended to 2016

Two decrees signed today by the Mise: the first extends the tax incentives for those who invest in startups to the whole of 2016, while the second facilitates access to the Guarantee Fund for innovative SMEs, through the so-called simplified procedure.

Package of measures in favor of innovative businesses. The Minister of Economic Development Federica Guidi today signed two decrees: the first extends the tax incentives to all of 2016 for those who invest in startups while the second facilitates access to Guarantee fund for innovative SMEs. Both measures follow by a few days the decree which provides for the establishment of innovative startups also online, without a notary. 

The decree on incentives establishes, among other things, for individuals who invest in innovative startups deductions of 19% for contributions of up to 500 thousand euros. If the deduction is higher than the gross tax, the excess can be deducted from the personal income tax due in subsequent tax periods, but not beyond the third, up to its amount. Persons subject to corporate income tax can deduct from their total income an amount equal to 20% of the relevant contributions made, for an amount not exceeding 1,8 million. The percentages rise respectively to 25% if you invest in a startup with a social vocation and 27% in the case of companies that exclusively develop and market innovative products or services with high technological value in the energy sector. The concessions are available up to a total amount of contributions not exceeding 15 million for each innovative startup.

The other measure envisages a substantial expansion in favor of innovative SMEs of the possibility of accessing the Guarantee Fund through the so-called simplified procedure. This procedure recognizes the possibility of access without the manager of the Fund itself carrying out an assessment of the creditworthiness of the beneficiary company (assessment which is therefore delegated to the applicant, bank or credit guarantee).
