A step forward towards the digitization of the country. A few months behind schedule, it arrives Speed, the public system of digital identity, presented today during a press conference at the Department of Public Function of the Presidency of the Council of Ministers.
From 15 March 2016 InfoCert, Poste Italiane e Tim (through the company Trust Technologies of the Telecom Italia group, registration will be possible on the portal www.nuvolastore.it), the three Identity Providers accredited, will make available the first digital identities, i.e. the credentials (pin and password) through which citizens, starting from the end of March, will be able to access the online services of the PA.
In the case of Poste, currently led by Francesco Caio, who had conceived the idea of Spid during his commitment as "Mister Digital Agenda", the current owners of the PosteID digital identity will be able to independently decide to "open" or "close" their ID to Spid, accessing all services currently available. To enable your PosteId for Spid, simply register and apply on the PosteItaliane website. Initially, there will be around 300 available online services provided by the different Public Service Providers (INPS, INAIL, Agenzia delle Entrate, six Regions Piedmont, Emilia Romagna, Tuscany, Liguria, Marche, Friuli Venezia Giulia, the Municipality of Florence), which, in the objectives of the Government, will be followed by all the services of the Public Administration, at the end of the implementation path. Already from June there should be at least 600 services available.
TIM id instead it will be usable on all the portals of the Local and Central Public Administrations and of the adhering private companies that will display the "SPID" padlock icon. Are expected different levels of security based on the different types of services to be accessed: access to information services will be allowed through the Username and Password established by the user himself; for some operations, where greater security and data protection is required, the user will be sent a code that can be used only once (One Time Password) to complete access to the services. A control dashboard and a notification service on the use of one's TIM id digital identity will also be available. The service can also be requested by companies that will have multiple identities available for their representatives as an option.
With this revolution, citizens will be able, for example, download your contribution status online from the INPS website o the domestic worker's contribution situation from the INAIL website o access some of the services of the Revenue Agency are already available (income tax returns, sector studies, refunds, cadastral results). The Regions allow the single building model to be downloaded online.
Subscribing to online services, for which there is no obligation for municipalities and regions to distribute them, will therefore depend on the will of the citizens. This is a factor that risks weighing on the success of the initiative, in the light of the poor response received from other public digitization projects such as the CNS (National Services Card), the Health Card and the CIE (Electronic Identity Card) .
SPID identities will be split into three different types, each of which corresponds to an increasing level of security. The system ensures full protection of personal data, safeguards privacy and avoids user profiling.
“We are working with determination – declared the Minister of Simplification and Public Administration Marianna Sideboard during the presentation of Spid - for a mature Republic because the thousands of administrations cannot move as islands but as a unitary body to respond to the needs of citizens".
For the minister it is "a large intangible infrastructure of the country", which has now become necessary because "it is unacceptable that the internet is present in everyone's life and when you think of the Public Administration two 'f's come to mind: files and folders. Now with a single pin, a single identification system, it will be possible to get services to citizens, exchange data with the PA and use private services. All this to make the country simpler and give citizens time back".
