The draft of the proposal for the establishment of a bicameral commission of inquiry into banks "with particular regard to the protection of savers" has arrived in the Senate Finance Committee. The text, presented by President Mauro Maria Marino (Pd), is the synthesis of the 13 bills presented on the subject. The deadline for the presentation of amendments is set at 20 today.
According to the basic text, the bicameral commission will have the task of verifying the effects of the crisis on the Italian banking system and "the management of banking institutions" which also in relation to the crisis "were involved in situations of crisis or instability and were o are recipients of public resources in any capacity". In addition, "the effectiveness of the supervisory activity on the banking and financial system put in place by the relevant bodies", Bankitalia and Consob in the lead, and "the adequacy of the legislative and regulatory discipline" on the banking and financial system and on the vigilance.
Also targeted are the "remuneration criteria for managers", the implementation of "transactions with related parties susceptible to conflicts of interest", the "correct placement" of retail securities and the "effectiveness of the supervisory activity".
Finally, clarifications will be requested on the "forms of disbursement of credit to particularly important borrowers and the diffusion of unfair practices of combining disbursement of credit and the sale of shares or other financial instruments of the bank".
Six months after its constitution, the commission – which will have the same powers as the judiciary – will have to send a report to Parliament on the progress of the works.
The examination in the Palazzo Madama Hall, initially scheduled for tomorrow, could be postponed to next Tuesday. In the event of postponement of the meeting to next week, the deadline for amendments will be postponed to 12 on Monday. The question is also linked to the exam times in the courtroom of the Milleproroghe decree which began this morning.
