Healthcare with many heroes, but the National Service has been betrayed

Despite the sacrifices of many doctors and nurses, the pandemic has revealed the weakness of the political and institutional management of health care and its ruinous regional fragmentation, which will require a severe rethinking beginning of the pandemic

Healthcare with many heroes, but the National Service has been betrayed

If one thinks of the abnegation with which so many doctors and nurses have fought the pandemic, even at the cost of their lives, one can only thank and applaud the many healthcare heroes who did their utmost to face the Covid tragedy. Who does not remember the doctors and nurses who died or were infected in Codogno, Nembro, Alzano and in many parts of Italy? But it deserves a completely different judgment health policy management, not to mention the No Vaxes that are still circulating among healthcare personnel with serious risks for patients. It is a real indictment that the constitutional judge merits on health care, as on school and justice Sabino Cassese wrote in his op-ed yesterday on the Corriere della Sera.

“Healthcare – attacks Cassese – had to resort to the army for the implementation of the vaccination plan”, other than the vague promises of Conte and Arcuri and the uncertainties of Speranza. But then Cassese adds: “Healthcare has concentrated its efforts on the infected, but ignoring other pathologies. It has shown worrying signs of being unhinged: we thought there were two sanities, we discovered that there are twenty, with different protocols and times; In short the festival of differentiated regionalism, with a worrying vagueness of tasks between center and periphery", not to mention the "weakness of territorial medicine".

To the test of the pandemic - concludes the illustrious jurist - healthcare "betrayed the 1978 design, that of the National Service, that is, of the network: this either does not exist or is full of holes". And the sacrifices of the many heroes of healthcare are not enough to cover the political and institutional deficit on which we will have to reflect, without excluding - as he had proposed since from 6 April 2020 on FIRSTonline the late Filippo Cavazzuti – who the regional fragmentation of the health service is overcome, bringing back all the competences of public health at the head of the state.
