Professor Maresca's appeal to the Transport Commission of the Chamber: "Parliament is active in the EU" - Genoa and Savona, but also Venice, Monfalcone and Trieste will have to join forces - Investments must be concentrated towards "immediately productive European infrastructures, such as bring corridor”.

“We need an initiative from the European Parliament to have common rules for accessing, planning and building trans-European infrastructural networks, such as corridors (including processes for forming consensus on the territory)”. This is the appeal launched to the Transport Commission of the Chamber of Deputies by Maurice Maresca, Full Professor of International and EU Law at the University of Udine. L'In fact, Italy risks paying for bureaucratic slowness, for the part of its competence, in the development of the corridors that cross several states. The other countries, on the contrary, are quick to seize and exploit the market advantage that these strategic infrastructures assure them (see, for example, Corridor 24 Genoa-Rotterdam completed in the Swiss, German and Dutch sections, but back in Italy where the Third Pass has not yet been started). In fact, the works for the approval of the framework law on interports are being discussed today in the Chamber (which will reform the law 84 of 1994).

But we have to come to terms with the reality of a Europe in crisis. Italy, like the EU in general, has to make drastic choices especially as regards priority works. It is necessary to concentrate financial resources on infrastructures that are immediately productive of economic growth, such as the "corridor ports" and those connecting them to their markets.

“In this respect”, Maresca suggests, “the Italian Parliament could propose to the European Parliament to insert a provision favoring Community and national investments on European infrastructures immediately producing proven traffic volumes”. A strong indication for planning in Italy, where in this logical reality such as Genoa and Savona up to now in competition (but the situation does not change for Venice-Monfalcone-Trieste) will tend to represent a single infrastructure serving a common reference market .
