The news was in the air, but now it's a certainty. The Draghi government - with the new budget maneuver - will extend the state guarantee on loans for companies from 30 June to 31 December 2021. The novelty has been included among the measures financed by the Def approved on Thursday 15 April and will be regulated in the new 22 billion Support Decree, entirely dedicated to aid to businesses and VAT numbers.
The Def therefore accepted a request from Confindustria and more generally from the business world which also asked to extend the repayment terms of the loans guaranteed from the current 6 years up to 15 years. A request that may not be accepted since the public finance plans must pass, as is well known, to the scrutiny of Brussels. For the moment, the government is holding firm on the extension of the guarantee, seeking a compromise point: it would have been found in the fact of prolonging the moratorium but limiting - only for loans over 30.000 euros - the state guarantee from the current 90% to 80%.
The measure is also supported by the ABI, the Italian banking association, worried that after 30 June a mountain of new debts that are difficult to collect could be unloaded on credit institutions. Precisely of this the top management of the association started in Brussels with the president of the European Parliament David Sassoli.
At the end of March, applications for joining the loan moratoriums - based on thelast release of the Ministry of Economy – the requests for guarantees for new bank loans for micro, small and medium-sized enterprises presented to the Guarantee Fund for SMEs exceeded 2,7 million, for a value of approximately 294 billion and exceeded 149 billion. Through SACE's 'Garanzia Italia' the volumes of guaranteed loans reach 22,3 billion euro, out of 1.699 requests received”.
