There are around 200 proposals but they will be skimmed by 90% before the text arrives in the Chamber on Friday for final approval – Among the new features are also changes to the internal stability pact and to the rules relating to the frequency auction.

The profile of the maneuver is being further defined and modified in view of the final approval which, also thanks to the trust, should get the green light on Friday. There are around 200 amendments to the manoeuvre, but the proposals will be skimmed off and we will focus on no more than twenty: Healthcare tickets, excise duties and frequency auctions are some of the topics contained in the package of amendments by the rapporteur for the manoeuvre, Gilberto Pichetto Fratin.

Among the novelties there should be changes to the internal stability pact, a highly contested measure because it does not allow virtuous bodies to use the available resources. In terms of excise duties, it is thought to stabilize the purpose tax on petrol, while news should also arrive on the rules relating to the auction on frequencies. As for the professions, measures should be taken to liberalize some activities. Furthermore, changes are also on the way to the measures on pensions, concession tenders and stock options (the taxation of which should be remodulated). And then there is the privatization chapter, the implementation of which needs to be accelerated, as confirmed by Minister Giulio Tremonti himself: "We must certainly start a privatization process, once the crisis is over."

And a confirmation comes from Giovanni Legnini, minority speaker according to whom, as reported yesterday by the Minister of Economy in the meeting in the Senate with the opposition, the aim would be to sell shares in municipal companies with the exception of those that manage water . As for the opposition, one of the Pd's amendments targets the pension of parliaments which should be counted as per INPS for all workers. Other amendments of the Pd intervene on the costs of politics: for example the reduction of the salaries of senators, deputies and ministers from 2012 and not from the next legislature; a regime of incompatibility between a series of elected or appointed offices, with the consequent impossibility of accumulating salaries; tightened also for senior public executives whose salaries cannot exceed those of the first president of the Court of Cassation; strict rules for blue cars and government flights.

Other savings would come from the establishment of the General Insurance Institute (IPG), which brings together the current INPS, Inpdap, Ipost and Enals. As for liberalisations, the Democratic Party is proposing a new "sheeting", starting with the issue of banks. The maneuver should be dismissed by the Senate tomorrow and on the same day reach the Chamber where, based on what has been established by the Montecitorio group leaders, the procedure will start in the afternoon in the commission and the night session is scheduled. In the event that the government raises the question of confidence in the manoeuvre, the final vote of the Chamber on the measure will be held on Friday at 19 pm.
