Commuters: here are the new minimum quality conditions for rail transport

The Transport Authority establishes the new rules: better punctuality, regularity and management of service interruptions, adequacy of the train offer to demand, cleanliness, comfort, accessibility of vehicles and information, availability and usability of sales channels.

The Transport Authority, at the end of a consultation procedure with the stakeholders, approved with Resolution no. 16/2018 the regulatory act that establishes the minimum quality conditions (CMQ) of passenger transport services by rail (national and regional) characterized by public service obligations (PSO).  

The CMQs establish the minimum obligations and services to be guaranteed to passengers for the satisfaction of their daily mobility needs, ensuring the efficient use of public resources intended for PSO compensation. 

The minimum quality conditions established by the Authority apply throughout the national territory and all railway services with PSO, including, albeit gradually, the so-called "ex-concede" railways, taking into account the characteristics of supply and demand (for example the time slots of use of the service). 

On the basis of these CMQs, divided into factors, indicators and levels, the measurability of quality is increased and made more effective, with a greater involvement of passenger associations in verifying and controlling the achievement of quality levels. 

The new minimum conditions focus on the satisfaction perceived by the passenger. For example, the measurement of the delay based on the actual train timetable is also envisaged in the relevant intermediate stations.  

The CMQ also envisages the definition of a real "data access plan" to be made public and available to economic operators who provide ancillary intermediation services. 

The minimum quality conditions cover the users' entire travel experience, including all aspects linked to the production and provision of the service and all the subjects involved (awarding bodies, railway undertakings, infrastructure and station managers). 

The CMQs are established in relation to particularly innovative factors with respect to the provisions of current contracts, such as the availability of transport services and the adequacy of trains to demand; regularity and punctuality of the service; user information; transparency; commercial accessibility; cleanliness and comfort of vehicles and infrastructures for the public; accessibility of vehicles and infrastructures to the public (with particular reference to PRM); travel and traveler safety, personal and patrimonial. 

For each factor, one or more indicators are identified to be included in the Service Contracts or other agreements, with a single monitoring and verification system that can be adapted to all indicators. 

The Authority's act enriches the framework of the regulation of PSO services, adding to the previous provisions on the subject of tender procedures (n. 49/2015) and the definition of public service areas and the methods for their financing (n. 48/2017). 

The minimum quality conditions enter into force from today's date, with their publication on the Authority's website www.autorita-trasporti.it
