The chancellor, yesterday in Milan for the European conference on work, admitted that "if a country has to co-finance a program for two years, then for two years it must be considered that the costs of the program increase the deficit".

“I know that there are countries that have to fight to reconcile the relationship between deficit and growth. We are ready to discuss changes to the system” of the co-financing of European funds, to which each State must contribute its own share. This is the unexpected opening that came yesterday from German Chancellor Angela Merkel at the end of the EU "high-level conference" on work held in Milan. 

"Governments have to figure out how to use these funds for programmes", for example the six billion euro against youth unemployment, "taking into consideration the issue of pre-financing: if the country involved, for example, has to co-finance the program for two years, then for two years it must be assumed that the costs of the program increase the deficit. So I can understand that states are very reticent and very hesitant to implement these programs”.
