The new Isee makes its debut on January XNUMXst, which today is enriched with the publication in the Official Gazette of the decree on declaration models. The goal is to obtain a more truthful picture of the economic conditions of citizens, for this reason the new version of the so-called "richometer" will give greater weight to the house (referring to the values ​​of the Imu, no longer those of the ICI) and will also include income subject to separate taxation (such as the severance pay) or substitute taxation (the rentals subject to dry coupon), which the current system does not take into account.

WHAT IS THE ISEE

The official acronym stands for "indicator of the equivalent economic situation", a tool that measures the degree of well-being to establish the amount due for social services of various kinds and university fees, unmasking those who enjoy concessions even if they are not entitled to them. 

OLD PARAMETERS STILL IN FORCE, BUT MORE ATTENTION TO THE COMPOSITION OF THE FAMILY

In addition to the new parameters, the version of the ISEE in force since 2015 will naturally continue to take into account traditional factors such as income from work, savings and assets, putting everything in relation to the size of the family. However, greater attention is expected to the composition of the households, which will allow tailor-made interventions for the more numerous ones and for those in which there are disabled people. 

THE WEIGHT OF THE HOUSE: THE SWITCHING FROM ICI TO IMU COSTS ESPECIALLY FOR LOWER VALUABLE PROPERTIES

Among the various innovations, the one relating to the owned house will weigh the most, because the property will be included in the ISEE in proportion to its value for IMU purposes, surpassing the old ICI. The indicator will therefore include the linear increase in tax bases, which has inflated the tax value of homes by 60%.

The new rules also cancel the deductible of 100 million lire (51.646 euros), introducing an automatic reduction of one third. The Imu value of the property will therefore be reduced by 33% before being considered in the assets, which as always is valid for 20% in determining the indicator. However, the cut does not compensate for the increase brought about by the Imu, which is more pronounced for houses with a lower tax value. 

NUMERICAL EXAMPLES AND BONUS FOR THOSE WHO PAY A MORTGAGE

For example, a 60-euro property for ICI purposes is now worth 96 euros for IMU purposes, so its weight passes between the old and new Isee from 1.671 to 5.800 euros. The increase is as much as 247,1%. If, on the other hand, the value of the house is 150 thousand euros for ICI purposes, for Imu purposes the figure rises to 240 thousand euros and the increase on the ISEE is much more contained, equal to 27,1%. On the other hand, the house is excluded from the calculation by the indicator if it is worth up to 52.500 euros, a threshold that increases by 2.500 euros for each cohabiting child. More good news comes for those who are paying a mortgage: even in the new Isee the residual debt must be subtracted from the calculations.
