New vouchers: the INPS online platform from 10 July

By next Friday, the social security institution will publish the circular with the operating instructions on the "Family booklet" and "Occasional contract".

The new vouchers will be available from 10 July, the date on which INPS will put online the telematic platform necessary for the management of the new obligations. The government communicated it on Thursday, specifying that by next Friday, however, the social security institution will publish the circular with the operating instructions.

FAMILY BOOKLET AND OCCASIONAL AGREEMENT

The new job vouchers are divided into two categories: "Family booklet" and "Occasional contract". The first is intended for housework (gardening, tutoring, baby-sitting) and provides for payment with telematic coupons of 10 euros per hour. The second is a new institute with a minimum hourly wage of 9 euros, to which must be added contributions paid by the employer in the amount of 33% of the remuneration and the insurance premium against accidents. Companies with more than 5 permanent workers, those in the construction and mining sector and companies carrying out works and service contracts cannot use it.

NEW USE LIMITS

The main change compared to the old vouchers is in the limits of use: employer and employee will not be able to request or provide services for a value exceeding 5 euros a year. In addition, each worker will be able to offer services to a single client up to a maximum of 2.500 euros during the same year. Once that threshold is exceeded, the obligation of permanent employment will start. None of these limits apply to the agricultural sector, where, however, the use of the new "contract" will be limited to pensioners, the unemployed, students and people receiving supplementary benefits.

THE ONLINE PLATFORM

To avoid the abuses that used to occur on vouchers, the new procedure will require more information. Above all, once the client has communicated an expected use of occasional work, the worker in turn will be able to enter the IT platform and confirm that he has carried out the activity. In this way it will not be possible for the customer to cancel the service later. Another countermeasure envisages specific checks against those customers who will too often cancel the previously notified casual work services.
