Citizenship income and the women's option change, while for the 110% superbonus on single-family homes there are no changes compared to the rules licensed two weeks ago by the Council of Ministers. This is what emerges from the control room on the maneuver held by the government on Wednesday morning. Thus the draft of the budget law, expected on Friday in the Senate for the start of the parliamentary process, rises from 185 to 219 articles.
BASIC INCOME
As far as the citizen's income is concerned, the main novelty is that the right to the subsidy lapses not only afterwards two “suitable” job offers refuse, but even if you don't show up “every month” to an employment centre, unless of course you have a "proven and justified reason".
But how does it settle if an offer is fair or not?
All projects first offer, the criterion is spatial: there is congruity if the workplace is up to "80 kilometers from the residence", or in any case if it can be reached in 100 minutes by public transport.
But be careful: from second offer of work this rule is no longer valid and the offer is deemed appropriate from wherever it arrives in the country.
Another novelty concerns the so-called shift: the first version of the maneuver caused the check to decrease by five euros per month starting from the sixth month, while now the cut starts from the first reasonable offer rejected.
As for the Checks, INPS will carry out a monitoring of the Citizenship Income "on a quarterly basis and within the month following the end of each quarter" will communicate the results to the Ministry of Labor and Social Policies and to the MEF. If savings emerge "even prospectively" compared to the allocation, the resources can "be allocated to active employment policy interventions".
Finally, too private employment agencies (registered in the IT register of employment agencies and authorized by Anpal) will be able to "carry out mediation activities between job supply and demand for citizens' income beneficiaries".
WOMEN'S OPTION
The latest draft of the budget law then contains the agreement reached in the majority on Woman option. Compared to the previous text, the part that raised the age for taking advantage of early exit to 60 for female employees and 61 for the self-employed is omitted. Therefore, the current personal requirements remain: 58 years for female employees and 59 for self-employed women.
